Because the bidding agency has a strong professional level, extensive market information and skilled bidding skills, this bidding method can improve the efficiency and quality of bidding work, make the information between the bidding agency and the bidder fully symmetrical, and help the tenderer choose the property management enterprise that meets the requirements best.

The tenderee chooses the tendering agency for bidding according to his own wishes and the property's own situation. The relationship between the tendering agency and the tenderer is limited to the principal-agent relationship. Therefore, the bidding agency should handle the bidding matters within the scope entrusted by the tenderer and abide by the relevant laws and regulations of the tenderer.

2. Project conditions

According to the Regulations on Property Management and the Interim Measures for Bidding Management of Early Property Management, residential and non-residential construction units within the same property management area shall select property management enterprises with corresponding qualifications through bidding; If the number of bidders is less than three or the residential scale is relatively small, with the approval of the real estate administrative department of the district or county people's government where the property is located, a property management enterprise with corresponding qualifications may be selected by agreement.

The state encourages construction units to select qualified property management enterprises through bidding.

Therefore, the projects of property management enterprises must be selected through bidding, only for newly developed houses and non-houses in the same property management area; Newly developed non-residential projects, as well as the situation that the property management company is selected by the owners' meeting after the owners move in, can be adopted by bidding or other means.
