In the functional zoning planning, the park integrates R&D, production, life and leisure. The park is divided into two areas: software R&D and R&D supporting. In R&D area, it is mainly responsible for the production of software R&D and information products. Main roads: Lugu Park has built or is under construction primary and secondary roads 19, with a total length of 38 kilometers and road widths of 46 meters, 36 meters, 32 meters and 26 meters respectively.

Communication network: The single core of the optical fiber bandwidth of the park backbone network can reach 2.5G. Metropolitan backbone network 1000M, covering the high-tech zone park, with 2GM carrier-grade exclusive export bandwidth, and wireless network covering 2 square kilometers in the central area of the park.

Water supply and drainage system: Lugu Park is supplied with water by Changsha No.4 Water Plant, with a daily production capacity of 400,000 cubic meters. All road networks in the park have water pipes with diameters ranging from DN 1000 to DN 300. The main water pipe with DN 1000 reaches along Tongzipo Road.

Power supply: Lugu Park has 1 10KV Wang Xi (2×50MVA), Wang Nan (2×50MVA), Qilong (2×50MVA) substations, Huanghuatang substation 1 seat,1/0kv.

Natural gas supply: Lugu Lake Park has a natural gas storage and distribution station, and the main roads of the park are equipped with gas pipelines, forming a circular pipe network, which can fully meet the gas demand of enterprises entering the park.

Pollution prevention: The sewage treatment capacity of Yuelu Sewage Treatment Plant can reach 320,000 tons/day, and secondary biological treatment is adopted.

School education: Changsha has key universities such as National University of Defense Technology, Central South University and Hunan University, and key middle schools such as Middle School Attached to Normal University and Middle School Attached to Huda University. Lushan International Experimental School near Lugu is a designated school for migrant children in Changsha and another key cooperative school for vocational education.
