What is the main content of the civil air defense proposal?

In 2008, after the publication of Several Opinions of the State Council and the Central Military Commission on Further Promoting the Development of Civil Air Defense (Guo Fa [2008] No.4, hereinafter referred to as Opinions), the Guangzhou Military Region and the people's governments of five central and southern provinces (regions) jointly issued Opinions on Implementing Several Opinions of the State Council and the Central Military Commission on Further Promoting the Development of Civil Air Defense (Guo Fa [2008] No.2008). In order to conscientiously implement the spirit of "Opinions" and "Implementation Opinions" and promote the rapid and sound development of civil air defense in our city, according to the actual situation, the following implementation opinions are put forward:

First, strengthen the leadership and organizational construction of civil air defense.

(a) the implementation of the government's main leadership responsibility for civil air defense work. [[〖HT〗] The main leaders of the people's governments of counties (cities, districts) and Zhaoqing High-tech Zone Management Committee are the first responsible persons for civil air defense work. At the same time, it is necessary to designate a deputy leader in charge of civil air defense work, implement the work responsibility system, and incorporate the performance of civil air defense work into the government's term goals, government work reports and the contents of the government leaders' debriefing. Civil air defense departments at all levels should organize the preparation of civil air defense construction and development plans, put forward clear construction goals and effective measures, and report the annual work to the people's government of the jurisdiction every year. The executive meeting of the municipal government shall listen to the report on civil air defense work at least once a year and discuss and solve major problems in civil air defense work.

(2) Adhere to the leadership of military organs over civil air defense work. [HT] Zhaoqing Military Division and the People's Armed Forces Department of the county (city, district) are responsible for the civil air defense work in their respective jurisdictions. By the end of 2009, it is clear that 1 demobilized cadres at the same level will concurrently serve as the deputy director of the civil air defense office, and civil air defense work will be included in the annual work target, and the people's governments of cities and counties (cities, districts) will do a good job in civil air defense construction. (three) continue to strengthen the county (city, district) civil air defense administrative departments. Counties (cities, districts) without independent civil air defense departments should be completed before the end of 2009. Duanzhou District, Dinghu District sub-district offices and counties (cities) and towns with the functions of municipal economic development zones shall gradually carry out civil air defense work. To carry out civil air defense work in towns, street offices and key target units, there should be a person in charge, and the specific work requirements shall be formulated separately by the municipal competent department of civil air defense and reported to the Municipal People's government for approval.

(four) according to the relevant provisions of the leadership. According to the Decision of the Central Committee, the State Council and the Central Military Commission on Strengthening Civil Air Defense Work (Zhong Fa [20065438+0] No.9), the opinions of the local people's armed forces department and the municipal competent department of civil air defense should be sought before the appointment and removal of the members of the leading bodies of the civil air defense departments of counties (cities, districts), and they should be assigned according to their posts and given priority in the civil air defense system. Cadres and workers entering the civil air defense department should be given priority in the selection of military academies.

(five) to improve the establishment and management of civil air defense institutions. According to the spirit of the "Implementation Opinions", the municipal civil air defense project property management station hangs the brand "Civil air defense project quality supervision station" to increase the quality supervision function of civil air defense projects. After the completion of the basic command post for civil air defense, the management organization shall be established in time.

Two, improve the people's air defense warning communication and command information capabilities.

(2) Accelerate the construction of civil air defense command posts. Conscientiously implement the spirit of "Civil Air Defense Organization Command Regulations" (Guo Renfang [2007] No.5), combine with the actual situation, on the basis of the basic completion of the municipal civil air defense emergency command center, complete the construction of the municipal civil air defense mobile command post by the end of 2009, complete the basic command post construction and put it into use by the end of 20 10, and build a backup command post when conditions are ripe. All counties (cities, districts) should build emergency command centers. The construction of emergency command center, basic command post and mobile command post shall be included in the key government construction projects, and land administrative allocation shall be implemented, and the funds for its construction, operation, maintenance and management shall be included in the fiscal budget at the corresponding level.

(three) to strengthen the civil air defense early warning ability and wired (wireless) communication system construction. The competent departments for civil air defense shall strictly implement the technical specifications and management regulations of the civil air defense command information system, be responsible for organizing the construction of the alarm and command communication system in the jurisdiction, and timely prepare and revise the layout plan for air defense alarm. In accordance with the planning objectives, alarms will be added, equipment management, regular maintenance and technical transformation will be strengthened, air defense alarm management regulations will be formulated, and effective measures will be implemented to keep the alarm sound coverage rate in urban areas above 95%. Accelerate the construction of air defense alarm wireless control system, and form the city's air defense alarm control capability before the end of 2009. Key targets and key areas must be equipped with alarm equipment with secondary alarm capability, and a dual control system with (without) lines should be established. Counties (cities, districts) should establish a data transmission network of civil air defense single sideband radio stations as soon as possible, so that the city can form a three-level interconnected network of provinces, cities and counties, which can be used for air defense command in wartime and emergency communication for disaster prevention and relief in peacetime. Information, radio and television, transportation, power supply, military organs, basic telecommunications operations and other departments are responsible for providing network, pipeline, channel, frequency channel, electric power and other aspects of support and guarantee for the civil air defense command information system.

Three, earnestly do a good job in the construction and utilization planning of civil air defense projects.

(1) Strict planning and management of civil air defense projects. The competent department of civil air defense should be listed as a member of the government planning committee, and the planning of civil air defense construction should be incorporated into the overall urban and rural planning, zoning planning and detailed planning according to law, and its elements should be strictly implemented as mandatory contents.

(2) Standardize the planning, construction and use of air defense basement. The competent department for civil air defense shall regularly revise the construction plan for civil air defense projects, work out all kinds of special plans for civil air defense jointly with the competent department for urban and rural planning, and complete the preparation of underground civil air defense projects and urban underground space utilization plans in Zhaoqing City (including Gaoyao City) before 2009. Adhere to the working principle of "long-term preparation, key construction and combination of peacetime and wartime", and the construction of protection projects should be coordinated with economic development and combined with urban construction. New civil buildings in urban planning areas must be built in accordance with the relevant provisions of the state and the province. No place or department may approve the exemption or less construction of air defense basement and the reduction or exemption of air defense basement construction fee, and may not take the construction or non-construction of air defense basement or the reduction or exemption of air defense basement construction fee as preferential conditions for attracting investment. The design, examination and supervision of the basement protection project shall be the responsibility of the competent department for civil air defense in conjunction with the construction department. If a new civil building has not been examined and approved by the competent civil air defense department, the planning department shall not issue a planning permit for the construction project, the construction department shall not issue a construction permit for the construction project, and the construction unit shall not organize the construction. After the completion of a civil construction project, the construction department will not accept the completion of the project for the record without the acceptance of the competent civil air defense department or the proof of payment of civil air defence basement ex situ construction fee. According to the needs of national defense combat readiness, combined with the level of urban construction and economic development, under the premise of ensuring the protection ability of the built civil air defense projects, the utilization plan of civil air defence works is formulated to achieve the purpose of "integrating resources, transforming and utilizing, strengthening management, revitalizing assets and supporting things with things" and realizing the unity of "combat readiness benefits, economic benefits and social benefits". ?

(three) to strengthen the management of existing protection projects and supporting facilities, and create an investment environment for the construction of civil air defense projects. When building fortifications, the competent departments for civil air defense should actively transform old fortifications, improve the combat readiness function, strengthen the conversion and management of peacetime and wartime, reasonably arrange the performance of protective fortifications according to the needs of combat readiness and geographical factors, and improve the usability of combining peacetime and wartime. Single building civil air defense projects (including supporting facilities and ancillary projects) enjoy preferential policies for national defense projects and social public welfare projects, and are exempt from urban infrastructure supporting fees and land use tax. Adhere to the principle of "who invests, who uses, who manages and who benefits" to develop and utilize civil air defense projects, and enjoy preferential policies such as income tax, business tax, property tax, land value-added tax, capacity increase or decrease of tap water, and appropriate easing of water and electricity consumption to improve their investment environment.

Four, actively formulate the "air defense planning" and "key target protection planning", the construction of civil air defense evacuation bases, evacuation areas and other places to implement the combination of peacetime and wartime.

(1) Revising the air raid prevention plan. County (city, district) civil air defense departments should carefully organize the revision of the air defense plan according to the requirements and outline of the revised plan. "Anti-air raid plan" was audited by the local government and the People's Armed Forces Department, reported to the Municipal People's Government and Zhaoqing Military Division for approval, and filed with the municipal competent department for civil air defense.

All key targets should formulate protection plans and emergency rescue plans, and report them to military organs and competent departments for civil air defense for the record. At ordinary times, it is necessary to strengthen the camouflage protection of key targets, clarify responsibilities and tasks, and carry out protection drills in a timely manner. Is an important project or major project, the investment department in charge of examination and approval, approval or filing shall solicit the opinions of the civil air defense department.

(three) the construction of civil air defense evacuation bases, evacuation areas and other places. There are plans to build places to deal with temporary resettlement, evacuation and sudden major disasters in wartime. We should build a civil air defense evacuation base with dual functions of evacuation concealment and replacement command, which combines peacetime and wartime. According to the specific measures of Zhaoqing City, Guangdong Province, we should do a good job in air defense evacuation support and evacuation personnel distribution, divide hidden locations, determine evacuation routes, mark the entrances and exits of fortifications, and maintain evacuation order. Planning and construction departments should take into account the needs of civil air defense evacuation functions when planning and constructing urban public facilities such as green spaces, squares, parks, schools and stadiums. , reasonable layout, convenient evacuation, guaranteed supply and favorable service.

5. Actively promote the integrated transformation of air defense and disaster prevention?

The competent department of civil air defense shall be incorporated into the government's emergency management system to deal with public emergencies, and as a member unit of emergency management, define the corresponding functions and responsibilities. Strengthen the information construction of command, make full use of resources such as civil air defense command, communication, alarm, engineering and air defense rescue organization in disaster prevention and rescue, and provide support for the government to deal with public emergencies and emergency command and rescue. The municipal competent department of civil air defense should hang up the "Civil Defense Bureau" brand in time, increase the civil defense function, and actively promote the transformation of the municipal competent department of civil air defense to the integrated function of air defense and disaster prevention.

Six, the implementation of civil air defense construction funds according to law.

(two) to do a good job in civil air defense publicity and education. Incorporate civil air defense publicity and education into the national defense education system, into the scope of public health and safety education, into community propaganda work, and into the education content of party schools, administrative colleges, universities, primary and secondary schools at all levels. The competent education department should actively cooperate with the competent civil air defense department to carry out the "three defenses" education in primary and secondary schools every year, and the propaganda department and the news media should actively cooperate. Civil air defense departments at all levels should take the initiative to undertake publicity and education work on disaster prevention and response to public emergencies, and enhance people's air defense concept and sense of hardship.
