2. Basic ideas. The so-called homestead-to-house exchange is to plan, design and build a new type of ecologically livable small town with characteristics and suitable for industrial agglomeration at a high level within the framework of the current national policy, adhering to the principles of unchanged contract responsibility system, no reduction of cultivated land and respect for farmers' wishes. In accordance with the prescribed replacement standards, farmers will replace their homesteads with residential houses in small towns. Farmers' original homesteads are unified and organized for re-cultivation, so as to realize the balance of cultivated land occupation and compensation. In the planning and construction of new small towns, in addition to planning farmers to move into residential areas, we should also plan a piece of land for market development and transfer, and balance the construction funds of small towns through the proceeds from land transfer.
3. Implementation process. From the end of 20xx to now, Tianjin Municipal Government has approved three batches of 38 pilot projects. Huaming town in Dongli District, Xiaozhan Town in Jinnan District, daliang town in wuqing district and other five townships plan to build 3.55 million square meters of farmers' houses, which have all been completed, and more than 80,000 farmers have moved into new homes. This not only promotes land intensification, but also innovates the investment and financing mode of small town construction.

I. Basic information
In recent years, under the correct leadership of the county party committee and the county government, the construction of small towns in our county has firmly grasped the historical opportunity of the country's implementation of the grand strategy of small towns and Shaanxi Province's implementation of 100 towns in Guanzhong, planning towns with ecological civilization, building towns with livable gardens, managing towns in an honest and orderly manner, managing towns with advanced civilization and shaping towns with distinctive features. Under the specific leadership of Fengxian Urban and Rural Planning Committee, the planning of small towns in our county is guided by the concepts of high starting point planning, high standard construction and high level management. According to the overall layout of 50 new communities with one body, two wings and four centers and the overall requirements of regional interconnection, industrial linkage and complementary functions, firstly, the overall planning of Fengzhou Town, the strategic planning of Liufengguan Town, the strategic planning of Hekou Town and the overall planning of other towns in the county have been completed successively, and the overall planning rate has reached100. (2) The planning revision is lagging behind and the construction level is not high. Although all the nine towns in the county have completed the overall planning, the planning of these nine towns is mostly the early planning of the original 12 town, which was not revised in time after the merger of villages and towns, and the overall layout has not adapted to the current development needs. Moreover, the construction scale of small towns is generally small, and the construction of most market towns still stays at the level of rural small streets. Basically, it is an asphalt (cement) road, a row of brick houses, a small restaurant and several grocery stores, with no obvious regional characteristics.
(3) The mechanism is not perfect, and the contradiction between construction and management is prominent. The system and mechanism of urban management can not fully meet the needs of the development of the times, the guiding, authoritative and mandatory role of planning is not fully exerted, and the arbitrariness is obvious, and the phenomenon of neglecting management in reconstruction is prominent. Illegal land occupation and illegal buildings in small town planning area are more prominent, especially the disorderly construction of villages in county planning area. The management mechanism of planning and construction of small towns is not perfect, the county housing and construction bureau and the established towns lack the necessary specialized management institutions and professional and technical personnel, and the construction of small towns is seriously lacking, so the supervision, management and law enforcement need to be improved.
(D) The financing channels are not smooth, and the construction of small towns lacks stamina. The construction of small towns needs a lot of capital investment, but most towns in our county have a heavy historical debt and burden and lack of confidence, which greatly weakens the enthusiasm of investment enterprises and individuals to develop and invest. Relevant departments, enterprises and individuals have invested less, and private funds have not been tapped enough, which has not really formed a diversified investment pattern of government, enterprises and individuals. The lack of investment in the construction of small towns restricts the development.
Third, some suggestions.
(1) deepen understanding and establish the concept of grand strategic development. Small towns are regional systems characterized by gathering population, politics, economy, education, commerce, culture, information and services. One end is connected to the countryside and the other is connected to the city. It is the first step for farmers to enter the city, an important way to promote urbanization in our county, a bridge and link to realize urban and rural economic development, and the foundation and backing for further development of our county. The CPC Central Committee clearly pointed out that to promote the urbanization of China, we should adhere to the coordinated development of large, medium and small cities and small towns, make efforts to accelerate the development of small towns and take the road of urbanization with China characteristics.
