Second, strengthen flood prevention propaganda work.
Property service enterprises in each residential area should educate all employees on flood control, and at the same time, make full use of publicity columns, electronic display screens, light box advertisements, building televisions and other forms in the residential area to publicize flood control knowledge and preventive measures in flood season, so as to improve the risk awareness of owners on flood control and disaster relief. For early warning and forecasting, it is necessary to inform the owner in time through notification, SMS and other means to remind the owner to strengthen self-prevention measures.
The third is to comprehensively carry out pre-flood self-examination
The realty service enterprise shall conduct a comprehensive pre-flood self-examination of the realty community under its own service management, and immediately rectify any potential safety hazard. The key inspection contents are as follows:
1, the formulation of flood control safety system in each property community, the implementation of safety responsibilities, and the adjustment and enrichment of rescue materials and rescue teams.
2, formulate and improve the emergency plan for flood control, flood prevention publicity and drills, especially in areas prone to hidden dangers, formulate emergency plans for the transfer of personnel and materials.
3, underground garage, basement drainage system and drainage facilities and equipment in good condition and maintenance; Inspection system of underground garage and basement in flood season and arrangement of 24-hour duty system. Do a good job in drainage and flood control in areas prone to water accumulation such as basements and underground parking garages.
4. Whether the downspout and sewer pipes in the residential area are poorly drained or blocked, the septic tanks and manhole covers in the residential area should be dredged, and the damaged manhole covers should be replaced to keep the pipes unblocked.
5. Operation, maintenance and testing of community security facilities such as fire fighting equipment, lightning protection facilities, alarm devices and monitoring equipment. And building accessories, such as outdoor air conditioners, awnings, clothes hangers, TV satellite antennas, outdoor advertisements, flowerpots on windowsills and balconies, etc. , safety inspection, found hidden dangers should promptly notify the owner for rectification.

According to the work arrangement of the Flood Control Headquarters of Chengdu Municipal People's Government and the Notice of Chengdu Urban and Rural Real Estate Administration on Preparing for the Flood Season of 20xx (Fang Chengfa [20xx] No.61,hereinafter referred to as the Notice), the notice on further improving the flood control and waterlogging prevention in the property management area is as follows:
First, strengthen organizational leadership and clarify work responsibilities.
All property service agencies should attach great importance to and deeply understand the urgency, seriousness and complexity of flood control and waterlogging prevention in property management areas, further enhance their sense of responsibility and urgency, strengthen measures, make preparations, and do their best to do flood control and waterlogging prevention in property management areas; It is necessary to set up a leading group for flood control and waterlogging prevention in the property management area with the property management project as the unit, the person in charge of the property service agency as the group leader, the property service project manager and the person in charge of order maintenance, environmental maintenance, facilities and equipment maintenance and customer service department as members, strengthen organizational leadership and clarify work responsibilities; It is necessary to further implement the project manager responsibility system, the inspection system of key parts, the reporting system of major events and the 24-hour duty system, and regard flood control and waterlogging prevention in the property management area as the top priority at present; It is necessary to pay close attention to the relevant information of the water meteorological department, report the flood control and waterlogging prevention work to the local streets and administrative departments in a timely manner, communicate with the owners and owners' committees, and establish an emergency linkage mechanism for flood control work.

According to the requirements of the Notice, a certain number of sandbags for flood control should be reserved at the entrance and exit of underground garages (including underground non-motor vehicle garages) in residential areas. Special sandbags for flood control should be able to pass through the entrance and exit of underground garage with a height of 1 m, and the underground garage should be equipped with 2 mobile pumps and 3 shovels every 500m2 (less than 500m2); It is necessary to formulate and improve the emergency plan for public emergencies under special climatic conditions with strong operability and high linkage in strict accordance with the relevant provisions of the state and the industry norms such as Chengdu Property Management Emergency Plan Guide (Chengwu Association [2008] No.24), and timely discover, summarize and evaluate the emergency plan for public emergencies through flood control emergency drills. It is necessary to effectively implement emergency material reserves and rescue teams, and establish emergency use plans for property maintenance funds according to regulations to ensure the normal use of houses and ancillary facilities and equipment; It is necessary to establish and implement a monitoring and early warning mechanism, designate a special person to collect meteorological information released by meteorological departments through various channels such as internet, television, radio and newspapers at any time, and release it to the owners (users) in written form within the property management area in time to draw them to take preventive measures.
Third, strengthen safety investigation and eliminate hidden dangers in time.
All property service agencies should further strengthen the management and maintenance of houses and their ancillary facilities and equipment, immediately organize special forces to conduct a comprehensive and in-depth safety investigation of key parts of flood control and waterlogging prevention in various property management areas, especially underground garages, and carry out a dredging operation of underground garage drainage pipes. There are security risks, which should be eliminated in time; Need to use special maintenance funds for maintenance, renewal or transformation, it shall promptly report to the relevant owners and owners' committees; If there is a problem in the connection between the drainage pipe network and the municipal pipe network in the property management area, and the drainage is not smooth, it is necessary to immediately report in writing the neighborhood office (township government) where the project is located, the relevant administrative departments and relevant professional units; If there are hidden dangers in the proprietary part of the owner, it is necessary to inform the owner (user) in time and urge him to eliminate the hidden dangers as soon as possible; For areas and parts that cannot eliminate potential safety hazards in time, the owners and users within the building division shall be informed in writing in time, and obvious safety warning signs shall be set up to avoid safety accidents.
Fourth, strengthen emergency response to ensure the safety of flood control.
Property service agencies should immediately enter a state of war in accordance with the general requirements of the municipal government and relevant government departments for flood control and waterlogging prevention in our city, and do a solid job in flood control and waterlogging prevention with a highly responsible attitude towards the owners to ensure safety in flood season. In case of flood, the realty service agency shall immediately start the emergency plan, organize emergency rescue and disaster relief, and report to the neighborhood office (township government) and district (city) county flood control office and real estate management department where the project is located at the first time; When the underground garage is flooded and other secondary disasters that may threaten life safety or cause property losses occur, the relevant owners (users) and relevant personnel shall be informed in time to evacuate vehicles and other materials, and corresponding emergency rescue measures shall be taken. After the disaster, the realty service agency shall promptly organize safety inspection of the underground parking lot, low-lying areas and other * * * use parts and facilities and equipment within the building division, immediately stop using the damaged facilities and equipment, notify the owners and users in writing, and do a good job in emergency maintenance, public order maintenance and environmental maintenance of the facilities and equipment.
Five, strengthen supervision and inspection, supervision and work in place.
The realty service institution shall incorporate the flood control and waterlogging prevention work in the realty management area into the important content of supervision and assessment of various realty management projects, strengthen supervision and inspection, and urge the work to be in place. Failing to carry out relevant work and implement corresponding measures as required, and urging relevant responsible persons to rectify within a time limit; If the rectification is not in place or dereliction of duty causes heavy losses, the responsibility should be seriously investigated.
City Property Management Association will organize a special inspection of flood control and waterlogging prevention in the property management area of our city. Found that the property service agencies do not perform their duties, do not organize safety investigation, do not implement flood control and waterlogging prevention measures, and urge rectification within a time limit; Those who fail to rectify within the time limit will be informed criticism by the industry; If the circumstances are serious, it will promptly report to the relevant administrative departments for investigation and punishment according to law.
