Is it legal to collect elevator fees from property?

Legal analysis: it is unreasonable for the property to collect elevator rooms separately. Because the elevator belongs to public facilities, the property management fee has included the elevator fee. Property fee refers to the fee that the property manager should pay according to the property service contract when providing property services and accepting property services. It is the owner's obligation to pay the property fee.

Legal basis: Article 44 of the Regulations on Property Management. Within the property management area, water supply, power supply, gas supply, heating, communication, cable TV and other units shall charge relevant fees to the end users. Where a realty service enterprise accepts the entrustment to collect the fees mentioned in the preceding paragraph, it shall not collect additional fees such as handling fees from the owners.
