Measures of Zunyi Municipality on the Administration of Parking Lot

Chapter I General Provisions Article 1 In order to strengthen the planning, construction and management of parking lots in this Municipality, standardize the parking order, improve traffic conditions and guide green travel, these Measures are formulated in accordance with the provisions of the Road Traffic Safety Law of the People's Republic of China, the Urban and Rural Planning Law of People's Republic of China (PRC) and other relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the planning, construction and management of parking lots within the administrative area of this Municipality. Article 3 The term "parking lot" as mentioned in these Measures refers to the places that provide parking for motor vehicles, including public parking lots, construction parking lots, temporary parking lots and road parking spaces.

(1) Public parking lots refer to specially built places for the public to park motor vehicles;

(2) Building parking lot refers to the place built by the construction unit in accordance with the building construction standards to provide parking services for building users or the public;

(3) Temporary parking lots refer to places where idle land is used to temporarily park vehicles;

(4) Road parking spaces refer to places set up by public security traffic management departments according to law and occupying roads for parking motor vehicles within a certain period of time. Article 4 Parking lot management shall follow the principles of overall planning, scientific construction, effective utilization and strict management. Fifth city and county (district, city) people's governments (administrative committees) shall implement territorial management of motor vehicle parking lots and road parking spaces within their respective administrative areas, and urge relevant administrative departments to strengthen the management of parking lots.

The municipal administration department is the competent department of parking lot management, responsible for the overall coordination, supervision and inspection and daily management of the parking lot under its jurisdiction.

Urban and rural planning and management departments are responsible for the planning and supervision of parking lots.

Housing and urban and rural construction management departments are responsible for the supervision and management of parking lot construction quality and safety, and guide and urge property service enterprises to do a good job in the management and maintenance of parking lots in residential areas.

The public security traffic management department is responsible for the setting of road parking spaces and the management of parking order.

The tourism administrative department is responsible for the supervision and management of the parking lot in tourist attractions (spots).

The development and reform department is responsible for the policy formulation, supervision and management of parking charges.

Land, fire protection, civil air defense, market supervision, finance, taxation and other departments shall do a good job in parking lot management within their respective responsibilities. Chapter II Planning and Construction of Parking Lot Article 7 The overall urban planning, regulatory detailed planning and comprehensive urban transportation system planning prepared by the competent administrative department of urban and rural planning shall include special parking lot planning, and shall be implemented after being approved according to procedures. Article 10 The design of public parking lots and construction parking lots shall conform to the national and provincial technical specifications and standards for parking lots. Eleventh parking facilities and the main project construction, renovation and expansion, should be designed, constructed, accepted and put into use at the same time. The construction unit shall report to the housing and urban and rural construction, public security traffic management, municipal management, fire protection, civil air defense, land and other departments for acceptance; Do not meet the technical specifications and standards for parking lot setting, and shall not be delivered for use. Twelfth in areas with tight parking conditions, as well as public transportation, rail transit and private car transfer areas, public parking lots should be built. (5) Other circumstances stipulated by laws and regulations. The establishment of a temporary parking lot shall be registered with the municipal administrative department according to law. The setting of temporary parking lots shall not affect the functions and safety of roads, squares, green spaces, fire fighting and original facilities.
