The measures for the management of domestic waste classification in Weihai City have been adopted at the 93rd executive meeting of the Municipal People's Government on February 6, 2020, and are hereby promulgated and shall come into force as of July 0, 2026.

Chapter I General Provisions

Article 1 In order to strengthen the classified management of domestic garbage, improve the urban and rural environment and build a beautiful city, these Measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Wastes, the Regulations on the Administration of Urban Appearance and Environmental Sanitation and other laws and regulations, and combined with the actual situation of this Municipality.

Article 2 These Measures shall apply to activities such as classified delivery, collection, transportation, disposal, supervision and management of domestic garbage within the administrative area of this Municipality.

Article 3 The term "domestic waste" as mentioned in these Measures refers to the solid waste generated by units and individuals in their daily life or activities providing services for daily life, and the solid waste defined as domestic waste by laws and regulations.

Article 4 Domestic garbage in this Municipality shall be delivered, collected, transported and disposed by classification.

The classification of domestic waste follows the principles of government promotion, participation of the whole people, overall planning of urban and rural areas, suiting measures to local conditions and simplicity, so as to improve the level of reduction, recycling and harmlessness of domestic waste.

Article 5 The municipal and district people's governments shall strengthen the leadership over the classified management of domestic waste, establish a coordination mechanism for the classified management of domestic waste, coordinate major issues in management, make overall plans for the construction of domestic waste treatment infrastructure, and incorporate the funds required for the classified management of domestic waste into the fiscal budget at the corresponding level.

The town people's government and sub-district offices shall be responsible for the daily management of domestic waste classification in this area in accordance with the prescribed duties.

Advocate the inclusion of domestic waste classification requirements in village regulations or residents' conventions. The villagers' committee shall assist in the propaganda, organization, mobilization and guidance of domestic waste classification.

Article 6 The competent administrative department of environmental sanitation is the competent department of domestic waste classification.

The management department is responsible for the organization, coordination, guidance and supervision of domestic waste classification.

Education, industry and information technology, finance, ecological environment, agriculture and rural areas, commerce, culture and tourism, health and other departments shall, in accordance with their respective responsibilities, do a good job in the classified management of domestic waste.

Article 7 Domestic garbage in this Municipality shall be classified according to the following standards:

Recyclable refers to domestic garbage suitable for recycling and resource reuse;

Harmful waste refers to domestic garbage that directly or potentially harms human health or the natural environment;

Kitchen waste refers to perishable organic domestic waste produced by families, restaurants, restaurants, canteens and farmers' markets;

Other garbage refers to wastes that are difficult to recycle except the first three items.

The District People's Government may, according to the actual situation of its administrative region, refine the classification standard of domestic waste and announce it to the public.

Article 8 The District People's Government shall be responsible for the collection, transportation and disposal of domestic garbage within its jurisdiction.

Encourage the government to purchase services and other forms to attract social forces to participate in the classified collection, transportation and disposal of domestic waste.

Article 9 The municipal and district people's governments and their departments shall carry out publicity and education on source reduction, classified management and resource utilization of domestic waste, popularize the knowledge of domestic waste classification, and promote the whole society to participate in domestic waste classification.

Article 10 Any unit or individual has the right to make complaints and reports on acts that violate the regulations on the management of domestic waste classification. The relevant departments shall unblock the channels of complaints and reports, handle complaints and reports in a timely manner and inform the complainants of the results.

Chapter II Classified Delivery

Eleventh domestic waste sorting facilities construction and renovation plan should be included in the special planning of environmental sanitation.

The municipal and district people's governments shall co-ordinate the construction of domestic garbage collection stations, transfer stations and other facilities, and set up temporary storage or dismantling places for large-scale garbage.

The District People's Government shall gradually transform the domestic waste collection stations, transfer stations and collection containers that do not meet the requirements of domestic waste classification.

Twelfth environmental health administrative departments shall, jointly with the departments of commerce and ecological environment. , formulate a specific catalogue of domestic waste classification and make it public.

The specific classification catalogue of domestic waste should be adjusted according to the level of economic and social development, the characteristics of domestic waste and the need for recycling.

Thirteenth in accordance with the following provisions set up domestic waste classification collection containers:

The offices or production and business premises of organs, enterprises, institutions and other organizations shall be provided with four types of collection containers for recyclable materials, hazardous wastes, kitchen wastes and other wastes;

According to the types of recyclables and hazardous wastes and the needs of disposal and utilization, the types of collection containers can be refined.

Fourteenth units and individuals that produce domestic garbage have the responsibility to classify and put domestic garbage at the source, and fulfill the obligation of reducing and putting domestic garbage in categories.

Fifteenth units and individuals should be classified into domestic garbage in accordance with the following provisions:

Hazardous wastes are put into hazardous waste collection containers or handed over to qualified disposal units;

Putting the kitchen waste into a kitchen waste collection container;

Recyclable materials are put into recyclable material collection containers or handed over to renewable resource recycling operators;

Other garbage is put into other garbage collection containers.

Large pieces of domestic garbage should be put into temporary storage places or treatment plants.

Dead trees, branches, leaves, animal carcasses or livestock manure produced by garden pruning operations shall be collected, transported and disposed of separately, and shall not be mixed with domestic garbage.

Article 16 The district environmental sanitation administrative department shall, in conjunction with the town people's government, sub-district offices and collection and transportation units, negotiate to determine the time and place of domestic waste collection places and domestic waste classification, and make it public.

Units and individuals that produce domestic garbage shall put domestic garbage in a classified manner according to the prescribed time and place.

Seventeenth the implementation of household garbage classification management responsibility system. The person in charge of management shall be determined in accordance with the following provisions:

Organs, enterprises, institutions and other organizations, the unit is responsible for management;

Urban residential areas are managed by the owners; In rural residential areas, the village committee is responsible for the management;

Hotels, restaurants, accommodation, restaurants, shopping malls, bazaars, exhibitions and other places of business, the management unit is the person in charge of management;

Airports, railway stations, long-distance passenger stations, bus stations, subway stations, ports and docks, cultural and sports venues, entertainment venues, parks, tourist attractions and other public places, the management unit is the person in charge of management;

In the construction site, the construction unit is the person in charge of management.

In accordance with the provisions of the preceding paragraph, it is impossible to determine the person responsible for the classified management of domestic waste, and the people's government of the town where it is located and the street office shall designate the person responsible for management.

The realty service enterprise or other organization entrusted by the person in charge of domestic waste management is regarded as the person in charge of management.

Eighteenth management responsible person shall perform the following duties:

Set up and manage domestic waste sorting and collection facilities according to regulations;

Establish a daily management system for domestic waste classification;

Publicize the work of classifying domestic waste and guide units and individuals to classify domestic waste.

Nineteenth management responsible person found that domestic waste does not meet the classification requirements, it should be required to put people into the classification before putting; If the consignor fails to sort according to the requirements, the person in charge of management may refuse to deliver, and report to the competent administrative department of environmental sanitation or the town people's government or the street office for handling.

Article 20 The person in charge of management shall collect the classified domestic garbage to the garbage station or collection place, and hand it over to the relevant units for collection and transportation. It is forbidden to collect the classified domestic garbage in a mixed way.

Encourage qualified areas to carry out measures such as door-to-door collection and centralized delivery of domestic garbage, and gradually reduce garbage collection sites and containers.

Chapter III Classified Collection, Transportation and Disposal

Twenty-first units engaged in the collection, transportation and disposal of domestic garbage shall obtain the license for collection, transportation and disposal according to law.

Article 22 Recyclable materials and hazardous wastes shall be collected and transported regularly. Garbage such as kitchen waste should be collected and transported regularly every day.

The district environmental sanitation administrative department shall, jointly with public security, transportation, ecological environment and other departments, determine the collection and transportation time and route of hazardous waste, kitchen waste and other garbage, and announce it to the public.

The collection and transportation unit shall collect and transport domestic garbage in accordance with the prescribed time and route.

Twenty-third collection and transportation units found that domestic waste does not meet the classification standards, it should be required to correct the management responsible person; Refuses to correct, the collection and transportation unit can refuse to accept, and report to the local environmental sanitation administrative department or the town people's government, street offices for processing.

Twenty-fourth collection and transportation units shall implement industry norms and operational norms, and abide by the following provisions:

Do not collect and transport classified domestic garbage;

Hazardous waste, industrial solid waste and construction waste shall not be mixed with domestic waste;

Use special vehicles to transport domestic garbage by classification; Special vehicles shall indicate the types of domestic garbage transported, carry out closed transportation and install an online monitoring system;

Collect domestic garbage according to the specified route and transport it to the designated transfer point or disposal site.

Truthfully record the source, type, quantity and quality of domestic garbage received and disposed, as well as the variety and quantity of recycled products.

Twenty-fifth harmful waste, kitchen garbage and other garbage disposal units shall receive domestic garbage in accordance with the classification standards. If it is found that domestic garbage does not meet the classification requirements, it shall require the collection and transportation unit to correct it; Refuses to correct, the disposal unit may refuse to accept, and report to the competent administrative department of environmental sanitation for processing.

Twenty-sixth domestic waste disposal units shall not classify domestic waste for mixed disposal.

Twenty-seventh municipal and district people's governments shall formulate financial support policies for low value-added recyclable materials in the region, and guide and support enterprises to make full use of low value-added recyclable materials.

Encourage renewable resource recycling operators to establish an appointment recycling platform, set up convenient recycling outlets, and improve the recycling rate of recyclable materials.

Twenty-eighth domestic garbage collection, transportation and disposal units shall not stop the collection, transportation and disposal activities without authorization.

If it is really necessary to suspend due to facility failure or adjustment, the municipal and district people's governments shall take emergency measures to ensure the normal collection, transportation and disposal activities.

Chapter IV Social Participation and Supervision and Management

Twenty-ninth education administrative departments should incorporate the knowledge of domestic waste classification into the educational content of kindergartens, primary and secondary schools, organize activities such as educational practice of domestic waste classification, and cultivate students to develop good habits of domestic waste classification.

Thirtieth institutions should learn to master the knowledge of domestic waste classification and fulfill the obligation of classified delivery into their daily education and management, carry out demonstration activities, and urge their staff to classify and deliver domestic waste.

Thirty-first cultural and tourism administrative departments should incorporate the knowledge of domestic waste classification into the training content of tourism professionals, and guide and supervise tourism professionals to publicize the classification of domestic waste to tourists. Tourism professionals, such as tour guides, should publicize the classification of domestic garbage to tourists and guide them to classify garbage.

Thirty-second trade unions, the Communist Youth League, women's federations, associations for science and technology and other people's organizations and mass organizations should give full play to their respective advantages, organize publicity and promote the whole society to participate in the classification of domestic waste.

Encourage voluntary service organizations and volunteers to participate in activities such as publicity, supervision, guidance and demonstration of domestic waste classification.

Thirty-third municipal and district people's governments shall formulate relevant preferential and incentive measures to guide and encourage units and individuals to participate in the classification of domestic waste.

The municipal and district people's governments may commend and reward the units and individuals that have made outstanding contributions in the classified management of domestic waste.

Thirty-fourth municipal and district people's governments shall incorporate the classified management of domestic waste into the assessment content of the target responsibility system of the government at the corresponding level.

Article 35 The competent administrative department of environmental sanitation shall regularly evaluate the quality of source reduction and classified delivery of domestic garbage, and announce the evaluation results to the public in an appropriate way.

Article 36 The competent administrative department of environmental sanitation shall organize the construction of the classified management information system of domestic waste in the whole city, collect the data of classified collection, transportation and disposal of domestic waste, strengthen the analysis and judgment, and regularly announce the relevant information of classified delivery, collection, transportation and disposal of domestic waste to the society.

Article 37 The competent department of commerce shall, jointly with relevant departments, compile and publish a catalogue for guiding the recovery of recyclable materials, and guide, manage and supervise the recovery and business activities of recyclable materials.

Thirty-eighth civilized units, civilized communities, civilized villages and towns, civilized streets, civilized families and other spiritual civilization creation activities and health creation activities such as health units and health communities should include the implementation of domestic waste classification into the selection criteria.

Chapter V Legal Liability

Thirty-ninth acts in violation of the provisions of these measures, laws and regulations have legal liability provisions, from its provisions.

Forty-second units or individuals that produce domestic garbage are not classified into domestic garbage in accordance with the provisions of Article 15 of these Measures, and the competent administrative department of environmental sanitation shall order them to make corrections; Those who refuse to make corrections shall be fined not less than 50,000 yuan but not more than 300,000 yuan for the unit and not more than 200 yuan for the individual.

Forty-third domestic waste classification management responsible person in violation of the provisions of article eighteenth, shall be punished by the administrative department of city appearance and environmental sanitation in accordance with the following provisions:

Failing to set up and manage domestic garbage collection facilities in accordance with regulations, it shall be ordered to make corrections; Refuses to correct, a fine of two thousand yuan and five thousand yuan;

If the daily management system of domestic waste classification is not established, it shall be ordered to make corrections; Refuses to correct, a fine of five hundred yuan and two thousand yuan;

Failing to publicize the classification of domestic garbage, it shall be ordered to make corrections; Refuses to correct, at more than five hundred yuan to two thousand yuan fine.

Article 44 Whoever, in violation of the provisions of Article 19, Article 23 and Article 25 of these measures, fails to stop the illegal activities of domestic waste classification or fails to report in time, shall be ordered by the competent administrative department of environmental sanitation to make corrections, and the person in charge of management shall be fined more than 2,000 yuan in 500 yuan, and the collection, transportation and disposal unit shall be fined more than 5,000 yuan 1 10,000 yuan.

Forty-fifth in violation of the provisions of article twentieth of these measures, the person in charge of management collects classified domestic garbage, and the competent administrative department of environmental sanitation shall order it to make corrections, and impose a fine of not less than five thousand yuan but not more than thirty thousand yuan.

Article 46 Where a collection and transportation unit, in violation of the provisions of Article 24 of these measures, mixes the classified domestic garbage or mixes other garbage with domestic garbage, the competent administrative department of environmental sanitation shall order it to make corrections and impose a fine of more than 30,000 yuan100,000 yuan.

If the collection and transportation unit, in violation of the provisions of Article 24 of these measures, uses vehicles that do not meet the prescribed standards to transport domestic garbage, or fails to collect and transport domestic garbage according to the prescribed route, the competent administrative department of environmental sanitation shall order it to make corrections and impose a fine of not less than 5,000 yuan but not more than 20,000 yuan.

Forty-seventh domestic waste disposal units in violation of the provisions of article twenty-sixth, the classification of domestic waste mixed disposal, the environmental sanitation administrative department shall order it to make corrections, and impose a fine of more than ten thousand yuan and fifty thousand yuan.

Article 48 If a domestic garbage collection and transportation unit stops the collection and transportation activities without authorization in violation of the provisions of the first paragraph of Article 28 of these measures, the competent administrative department of environmental sanitation shall order it to make corrections and impose a fine of 1 10,000 yuan but not more than 30,000 yuan; If the domestic waste disposal unit stops the disposal activities without authorization, the competent administrative department of environmental sanitation shall order it to make corrections and impose a fine of more than 50,000 yuan100,000 yuan.
