"The decision of the owners' congress or the owners' committee is binding on the owners.

"If the decision made by the owners' congress or the owners' committee infringes on the legitimate rights and interests of the owners, the infringed owners may request the people's court to revoke it."

4. Paragraph 2 of Article 19 is amended as: "If the decisions made by the owners' congress or the owners' committee violate laws and regulations, the real estate administrative department of the district or county people's government or the subdistrict office or township people's government where the property is located shall order it to correct or cancel its decisions within a time limit and notify all the owners."
