On behalf of the Municipal People's Government, I report my work to the General Assembly, please review it and invite comrades present to express their opinions.

2009 is an extraordinary year, and it is also a year of accelerating development and making great achievements. In the face of the impact of the financial crisis, we resolutely implemented the decision-making arrangements of the provincial party committee, the provincial government and the municipal party committee, took the construction of "two districts" as the driving force, ensured growth, people's livelihood and stability, achieved sustained and rapid economic and social development, and successfully completed various tasks set by the Fourth Session of the Second Municipal People's Congress.

The city's GDP reached 60.6 billion yuan, a year-on-year increase of13.8%; Full-caliber fiscal revenue was 3.94 billion yuan, up by 1.5%, and general budget revenue was 1.93 billion yuan, up by 2 1.8%. Investment in urban fixed assets was 23.2 billion yuan, an increase of 67.2%; The total retail sales of social consumer goods was 22.09 billion yuan, up by18.7%; The per capita disposable income of urban residents was 8 133 yuan, an increase of14.4%; The per capita net income of farmers was 437 1 yuan, an increase of 16.6438+0%. The growth of the above indicators is higher than the average growth rate of the whole province, and the "Eleventh Five-Year Plan" goal has been achieved one year ahead of schedule. Zhaodong continues to rank first among the top 100 counties in the province, rising to 89th among the top 100 counties in China. Anda continues to rank among the top ten counties in the province and the "top four" of small and medium-sized cities in China. The fiscal revenues of Beilin, Wangkui and Mingshui have more than doubled in three years. The general budget revenue of Qing 'an ranks first in the city with an increase of 43.6%, and the development pace of other counties and cities is further accelerated.

-Investment attraction and project construction have a strong momentum. There are 202 new and continuing construction projects with a total investment of over 30 million yuan, and 76 projects with a total investment of over 100 million yuan, with an investment of 654.38+02.25 billion yuan, accounting for 52.8% of urban fixed assets investment. There are 305 newly introduced projects, of which 4 1 project is over 100 million yuan, and the funds in place are 8.65 billion yuan, an increase of 3 1.3%. Municipal Poly Photovoltaic Materials, Zhaodong Photoelectric Industrial Park, Andabeinmei Phase II, Wangkui Sanjing New Chinese Medicine, Qing 'an Xiangshuihe Mine Development Phase II, Mingshui Green Glutamate, Helen Dry Pulp, Beilin Biomass Power Generation, Cyclobalanopsis Green Spring Feed, Suiling Composite Floor, Lanxi Bio-curing Fuel and other projects are all projects with large monomer scale and strong sustainable development capability. In the same year, Anda MTBE and Helen Jiuding yeast projects were introduced and put into production. Infrastructure construction has been greatly improved. Investment165438+300 million yuan to build 3357 kilometers of rural roads, 2.5 times that planned at the beginning of the year. The total mileage and investment amount ranked first in the province for four consecutive years. Support the construction of two transit expressways in Yisui and Suibei, and implement 600 million yuan of land acquisition funds for relocation. Investment in urban infrastructure continued to increase. Only roads, water supply and drainage, greening, lighting, squares and parks have invested 6,543.8 billion yuan, and 28 urban "three-supply and two-treatment" projects have been started, with a total investment of 2.5 billion yuan. Municipal and Zhaodong sewage treatment plants have been completed and put into operation, and the main projects of Anda, Mingshui and Qing 'an sewage treatment plants in other counties are under construction. The real estate industry has been promoted in an orderly manner. With shed as the focus, the city's real estate development area is 4 1.3 million square meters, with a total investment of more than 5 billion yuan. Construction and real estate contributed more than 400 million yuan to the city's finance, accounting for nearly one-third of the total local tax revenue, and at the same time promoted the development of dozens of related industries. Investment in public utilities has increased substantially. Investment in education, medical care, health, culture, sports and environmental protection increased by 30% year-on-year.

-Modern agriculture and new rural construction have reached a new level. The added value of agriculture reached 210.30 billion yuan, a year-on-year increase of110.7%. Vigorously implement the grain production capacity project, build 39 key agricultural basic projects and high-yield field projects, and set up 17 agricultural machinery cooperatives with a total investment of 3.3 billion yuan. "Zhao Lanqing" 65438+100000 mu corn high-yield research field project was affirmed by General Secretary Hu Jintao, and "Qingbeisui" 2 million mu paddy field modern demonstration area project was promoted at provincial and national on-site meetings. In the case of various natural disasters, the total grain output reached 22.39 billion Jin, a record high, and the per capita contribution of grain in rural areas was 2.8 tons. On the front page of People's Daily, the topic of "Building a Green Granary" in Suihua City was reported. The number of major grain-producing counties in China has increased to six, Zhaodong won the honor of being a model of major grain-producing counties in China, and Helen, Beilin, Wangkui, Cyclobalanopsis and Qing 'an won the title of major grain-producing counties in China. Taking animal husbandry as the focus of agricultural structural adjustment, driven by the two major projects of pigs and cows, the output of meat, milk and eggs has been greatly improved, and the added value of animal husbandry has reached 8 billion yuan. Promote the development of ecological forestry by economic means, and complete artificial afforestation of 410.8 million mu, ranking first in the province. Forest fire prevention has achieved no fire throughout the year, and support for fire prevention outside the province has been praised by the provincial government. Integrate resources, innovate mechanisms, and continuously increase investment in new rural construction. The total investment in rural construction was 4.276 billion yuan, an increase of 1.7 times. Invested 3 billion yuan in renovation, and 50,000 farmers bid farewell to mud sheds. Qing 'an, Zhaodong, Mingshui, Beilin, Suiling and other places not only improve the efficiency of capital use, but also intensively use land through land consolidation and relocation in different places. 13 small and medium-sized reservoirs started construction, and the Gan Song dike in Zhaodong section was fully completed. Another 6.5438+0.7 million farmers in the city have eaten safe water. Suiling county increased investment in renovation, and the rural tap water penetration rate reached 80%. The process of rural roads hardening, leisure parks, bricks and tiles, and community service has been accelerated, and the construction of village-level cultural activity venues is at the forefront of the province. Strengthen the employment support for migrant workers, the city has transferred a total of10.08 million labor force, and realized labor income of 6 billion yuan.

-the speed, quality and efficiency of industrial economy have improved simultaneously. With the combination of technological growth, tax relief, financial support and environmental protection, the industrial economy has risen instead of falling. The output value, added value, sales revenue and profits and taxes of industrial enterprises above designated size reached 265.438+0.3 billion yuan, 6.28 billion yuan and 265.438+0.89 billion yuan respectively, up by 65.438+08.9%, 24.2%, 20.6% and 34.8% respectively, all exceeding the average growth rate of the whole province. Strengthen the promotion of key industries and key enterprises. We helped to coordinate loans of 654.38+0.5 billion yuan, strive for new industrialization projects, technological transformation, loan interest subsidies and other funds of 36.63 million yuan, and coordinate national grain reserves and aged grain of 6543.8+0. 1 10,000 tons. The contribution rate of the city's food industry to industrial growth exceeds 50%, and nearly 70% of industrial added value and more than 80% of profits and taxes come from key enterprises. The average growth rates of Zhaodong COFCO, Yili Dairy, Anda Beinmei, Cyclobalanopsis, Wangkui Shuanghui Beidahuang, Qing 'an Xinlida and Mingshui are all above 30%. The project agglomeration effect is becoming more and more obvious. The construction of Zhaodong and Anda project areas in Harbin-Daqi industrial corridor has achieved remarkable results, and the radiation demonstration effect has expanded rapidly. The city has cultivated three national SME entrepreneurship bases and three provincial SME service platforms. Strengthen scientific and technological innovation and product development. Five national high-tech enterprises have been newly recognized, five new Industry-University-Research consortia have been established, and the only milk testing center in the province has settled in Anda. Zhaodong COFCO, Qinggang Longfeng and Lanxi Chaoyang three provincial enterprise technology centers are playing an increasingly important role. The city has developed more than 50 new products and won 2 provincial excellent new product awards. Strengthen environmental protection, and fully achieve the goal of energy conservation and emission reduction at the beginning of the year.

-commerce and trade circulation and modern service industry have taken new steps. Stabilize external demand, expand domestic demand, and strive to enlarge new growth points. Import and export trade has stabilized and rebounded. The import and export trade volume reached US$ 73.45 million, although it decreased by 6.5% year-on-year, but it was less than the decrease of 23 percentage points in the whole province. Among them, the export of high-tech products and mechanical and electrical products increased by 47%, and the trade with Russia exceeded the task. The actual utilization of foreign capital was US$ 37.74 million, up by 4%. The market project of thousands of villages and towns and the project of home appliances and cars going to the countryside are progressing smoothly. Transform and upgrade 10 county-level distribution centers, build and rebuild 600 farm stores, and basically achieve full coverage of every village; Nearly 165438+5000 sets of automobiles and home appliances were sold to the countryside, and subsidies of more than 67 million yuan were realized, effectively expanding rural consumption. The development of modern logistics industry is accelerating. There are 2 15 trading markets and professional wholesale markets in the city. Helen soybean wholesale market has formed a distribution effect of buying Longjiang and selling it nationwide; Suihua Shenluda International Home Furnishing Building Materials City, Electronic Trade City and Wangkui Agricultural Wholesale Market opened; The construction of Qinggang Industrial and Trade Logistics Park and Beilin Shengzi Chain Distribution Center is progressing smoothly; More than 30 professional logistics companies have been established in the city, and regional grain groups have been established in the province. The contribution rate of logistics economy to the city's finance has increased by 10%, and only the third-party logistics has contributed10.2 billion yuan to Anda's finance. The level of financial services has improved. The city's financial institutions lent 25 billion yuan, up 8.2 billion yuan year-on-year, up 49%, including 8.3 billion yuan from credit cooperatives. Harbin Bank set up a first-class branch in Suihua, and Daqing Commercial Bank settled in Zhaodong. Lanxi Chaoyang Company was listed on the bulletin board of American counter, which filled the blank of listed companies in our city. The city has successfully declared 10 microfinance companies, and Zhaodong, Lanxi and Cyclobalanopsis microfinance companies have started to operate. Zhaodong Village Bank initiated by China Construction Bank has been included in the provincial planning. The city's insurance industry realized a premium income of 65.438+0.49 billion yuan, a year-on-year increase of 265.438+0. 14%. While supporting local economic development, the city's financial industry contributed 654.38+0.5 billion yuan in tax revenue to finance. Tourism with local characteristics, such as ecological leisure, agricultural sightseeing and folk culture, has developed rapidly, with tourism income reaching 560 million yuan, an increase of 17%. The community service industry is getting better and better, which has played an important role in increasing income and promoting employment. The added value of the tertiary industry in the city reached 24.7 billion yuan, accounting for 40.7% of the GDP. The non-public sector of the economy grew further, achieving an added value of 29.69 billion yuan, an increase of 21.2%; Tax revenue 19 1 100 million yuan, an increase of 20. 1%, accounting for 48.5% of the total fiscal revenue.

-Economic and social development at the municipal level has been accelerated in an all-round way. The economic aggregate and quality continued to improve. The total fiscal revenue reached 654.38+0.35 billion yuan, an increase of 6543.8+0.3%, and its own available financial resources reached 654.38+0 billion yuan, both hitting record highs. Eight projects, including Beidahuang Miwa, Suokang Dairy, Xin 'an Industrial Silicon, Bao Li Polysilicon and Shenluda Market, were put into operation, which laid a good foundation for optimizing industrial structure and sustained and rapid economic growth at the same level. The investment attraction has achieved remarkable results. Newly introduced projects 16, with a total investment of more than 6.2 billion yuan, is the year with the largest number of imported projects. Shenzhen Zhongjing solar panels, COFCO 300,000 tons of rice processing, Zhengzhou Baixiang instant noodles, Zhejiang Yun Group cement, Jilin Zhongdou, Dalian Sitong papermaking, Beijing Shoulong renewable resources processing, American cell enzymes, Nanjing Runheng logistics and other projects have all reached a new level in terms of investment scale and development prospects. Silicon-based materials industry is included in the development plan of new materials industry in the province, which will certainly promote the development of this industry. Infrastructure construction in the development zone has been strengthened. The 220 kV substation with an investment of 65.438+0.8 billion yuan has been basically completed, and the preliminary work for the construction of special railway lines is under way. Urban development and construction continued to advance. Invested more than 30 million yuan to build 33 primary and secondary roads and lanes, built more than 200 roads, added 97 12 linear meters of drainage pipes and more than 4,000 street lamps. Invested 50 million yuan, carried out10,000 greening actions, and added more than 300,000 square meters of greening area, and was rated as an advanced city in urban landscaping in the province. Mengzhong Thermal Power Company has realized full-load heating, and the newly added central heating area is 65,438+200,000 square meters. Completed the sewage treatment project with an investment of 654.38+0.6 billion yuan. Formulate incentive policies to promote shantytown renovation and urban commercial housing sales, and the real estate construction area will reach1160,000 square meters. The secondary and tertiary real estate markets are active, with a transaction volume of 800 million yuan. The rapid development of the real estate industry not only stimulated housing consumption, but also suppressed the rise of housing prices to a great extent. At the same time, it has contributed more than 500 million yuan to the fiscal year, and the net income of real estate alone contributed 269 million yuan, with a net increase of 654.38+0 billion yuan. Various projects benefiting the people were completed as scheduled. 400,000 square meters of shanty towns were demolished, and 750,000 square meters were started, both exceeding the plan 1 time, and more than 6,000 households moved into new buildings one after another. 879 sets of 44,000 square meters of low-rent housing were built, and 57 12 families with housing difficulties were subsidized18.4 million yuan. The shantytown renovation policy has allowed the people to invest more than 600 million yuan. Community construction has achieved remarkable results. Two 1000 square meters, three 400 square meters and five 300 square meters community offices and activities were built. All the second-step subsidies for government agencies and institutions have been paid out, and the per capita 350 yuan has actually increased. The Science and Technology Museum officially opened. Five-star hotel and China Green Products Special Supply Center started construction. The underground commercial street opened as scheduled, creating more than 300 jobs/kloc-0. The traffic control digital monitoring system was put into use, and the establishment of Sanyou civilized city achieved positive results, and the urban environment was further improved.

-people's livelihood and social undertakings have achieved solid results. Under the increasing pressure of financial expenditure, we overcame difficulties and fulfilled our promises, and only won and invested more than 2.6 billion yuan in key livelihood funds. Together with local financial investment and policy investment, the total investment exceeded 4 billion yuan, which was the largest investment year. Social security capacity has been continuously enhanced. In terms of employment security, 59,000 new jobs were created in cities and towns, 5,498 public welfare jobs were developed, and the registered unemployment rate in cities and towns was controlled within 4.2%. Carry out "three supports and one support" and employment internship activities, and the employment rate of college graduates reaches 83.5%. 44 million yuan of small secured loans were granted to 1969 people, exceeding the provincial target. In terms of housing security, more than 4 billion yuan has been invested, with a construction area of 3.45 million square meters converted from new sheds and 3 billion yuan invested, and 54,000 mud sheds and 4.62 million square meters converted. 330,000 square meters of low-rent housing was built, and 6 13 urban low-income families lived in low-rent housing, fulfilling their dream of living in a building for many years, and 3 132 1 urban low-income families enjoyed low-rent housing subsidies. Suiling, Cyclobalanopsis and other places combined shed reform with the construction of urban cultural belts and functional areas, which more effectively expanded the effect of shed reform. The city added 2.7 million square meters of urban central heating area, exceeding the plan by 80%. In terms of medical security, 32 medical institutions were newly built, continued to be built, rebuilt and expanded, and the construction of three networks and four modernizations was steadily advanced. The participation rate of the new rural cooperative medical system reached 93.8%, and the compensation amount exceeded 200 million yuan. Medical assistance was provided to 82,000 urban double-low population, with a relief fund of 7.8 million yuan. Medical insurance for urban residents has been fully launched, and the number of participants has expanded to 929,800, ranking third in the province. Influenza A (H 1N 1) has been effectively prevented and controlled, and no epidemic has occurred in the city. Rural Chinese medicine has entered the national advanced stage. The level of education is constantly improving. The improvement of teaching quality has achieved practical results in, and the implementation of the responsibility system of supervision and guarantee for schools directly under the Ministry of Education has promoted the improvement of running schools and has been affirmed by the Ministry of Education. We invested 260 million yuan to implement school building safety projects, renovation of dilapidated buildings and standardized school construction, and the scale of standardized school construction exceeded the plan by 50%. Community construction has advanced by leaps and bounds. Invested 207 million yuan to build 1000 square meters of county-level community service centers 15, 500 square meters of street community service centers, and 76 150-300 square meters of community service stations, which are 2. 1 times, 3.6 times and/respectively. All the office buildings in the whole city 16 1 community have been solved. New breakthroughs have been made in science and technology, culture, sports, radio and television, population, land and environmental construction. 62 scientific and technological projects at or above the provincial level were implemented, with an investment of 654.38+0.5 billion yuan, and the work of science and technology commissioners was commended by the whole country. A number of characteristic cultural venues such as Wangkui Manchu Style Garden, Qing 'an Culture and Art Center and Mingshui Culture Center have been built one after another. Newly built 36 standardized township cultural stations and 300 rural bookstores. With the strengthening of competitive sports, Cyclobalanopsis athlete Li Yanfeng won the women's discus championship in the 11th National Games, which achieved a breakthrough of zero gold medal in the history of the National Games in our city. Cable TV has reached every village, and digital TV has been opened ahead of schedule. Population and family planning work is solid and effective, and the natural growth rate is controlled within 3.26‰. The construction of family planning stations has completed the task of accepting the mid-term evaluation of the Eleventh Five-Year Plan on behalf of the province. Land protection has been strengthened. While doing everything possible to ensure the construction land for key projects, the comprehensive income of real estate reached a new high of 929 million yuan, and the protection of cultivated land was among the best in the province, with an area of 994 hectares newly added. The urban and rural ecological environment has been improved. The construction of urban parks and squares and the greening, lighting and beautification work have been further strengthened. The urban park square in Suiling County covers an area of nearly 6,543.8+0,000 square meters, with a per capita of 654.38+0.7 square meters, ranking among the top in the city. There are 8 provincial-level towns with beautiful environment, 8 ecological towns 10 and 96 ecological civilized villages in the city. The society maintains harmony and stability. Rebuilding the police style and reviving the police power, the public security system has made gratifying achievements in the one-hundred-day rectification, intensified the crackdown, improved people's satisfaction and security, and the experience of the one-hundred-day rectification has been fully affirmed by superiors and all walks of life in the city. Carry out in-depth activities to resolve the backlog of letters and visits, and pay close attention to the source of visits. A number of work experiences have been promoted throughout the province, and the stability of letters and visits has been praised by the provincial party Committee and the provincial government many times. Price supervision and price service have achieved remarkable results, and the price leverage is obvious, which has provided experience for the whole country and the whole province. Strengthen market management, food, medicine, agricultural and livestock products and other market special rectification has achieved practical results. Strengthen safety guarantee, no major production safety and traffic accidents throughout the year, and have been rated as excellent units with safe production responsibility system by the provincial government for ten consecutive years.

In addition, the city's women and children, audit and supervision, ethnic and religious affairs, overseas Chinese affairs, aging work, press and publication, earthquake prevention and disaster reduction, social science, statistical consultation, historical records archives, legal system, civil air defense, double support and other social undertakings have also made new achievements. Looking back on our work since 2009, we can resolve the adverse effects of the financial crisis, resist the pressure, overcome difficulties and achieve gratifying results, mainly thanks to the correct leadership of the provincial party Committee, the provincial government and the municipal party Committee; With the joint efforts of the NPC, CPPCC, provincial departments and all walks of life, they helped each other and overcame difficulties. Thanks to our accurate grasp of the situation, we actively responded to the challenges and implemented a series of practical control measures; Thanks to our continuous strengthening of the government's own construction, emancipating the mind, carrying forward the spirit of hard work, building a sunny government and improving work efficiency; Thanks to our consistent adherence to people's livelihood first, development first, responsibility first, sincere unity, diligence and clean government, we have promoted and implemented it with excellent style. While seeing the achievements, we are also soberly aware that there are still many difficulties and problems in economic and social development. First, the total fiscal revenue is small, and compared with the requirement of increasing rigid expenditure, the pressure is still relatively large. Second, the progress of investment promotion and project construction is uneven. Third, due to the weak foundation, people's livelihood tasks such as employment, medical care and old-age care are still very arduous. Fourth, the transformation of government functions is still not in place, and some departments still have problems of low efficiency, poor environment and poor implementation. Fifth, urban management needs to be strengthened. For these problems, we should seriously solve them in a highly responsible spirit and live up to the expectations of the people of the city.
