Legal analysis: Generally speaking, second-hand houses do not need to pay special maintenance funds, only need to go through the transfer procedures. When the ownership of the house is transferred, the transferor of the house shall explain to the transferee the deposit and balance of the special maintenance funds for the property, and issue a valid certificate. The balance of special property maintenance funds in the subsidiary ledger of the house is transferred with the ownership of the house. If the commercial housing sales contract is signed after 20 12 1, the transferee can unilaterally handle the sub-account transfer and name change procedures in the corresponding special account management bank with the property special maintenance fund card, house ownership certificate (or commercial housing sales contract) and identity certificate; If the commercial housing sales contract is signed before 20 12 10, the transferee shall handle the transfer and renaming procedures of the subsidiary ledger with the above materials at the special account management bank.
