Article 2 These Measures shall apply to the price behavior of urban water supply in this province. Including public water supply enterprises and non-public water supply enterprises for social water supply behavior.
Article 3 The price of urban water supply refers to the price of commodity water supplied to users by urban water supply enterprises after surface water and underground water are purified and disinfected by certain engineering facilities to make the water quality reach the standards prescribed by the state.
Article 4 The competent price department of the people's government at or above the county level is the competent price department of urban water supply; The administrative department of urban water supply at or above the county level shall, in accordance with the division of responsibilities, assist the government price department to do a good job in the management of urban water supply prices.
Fifth city water supply price is an important public utility price, and the government pricing management is implemented. In accordance with the principle of unified leadership and hierarchical management, according to the provisions of the "Hunan Province Pricing Catalogue", the provincial price administrative department is responsible for the formulation and adjustment of water supply price management in cities and municipalities in the province; The municipal price administrative department is responsible for the formulation and adjustment of water supply price in Chengguan Town of counties (cities); County (city) price departments are responsible for the formulation and adjustment of water supply prices in towns and market towns except Chengguan Town. If the water supply enterprise implements cross-regional water supply, its price shall be managed by the competent price department at the next higher level.
Chapter II Classification and Composition of Water Price

(3) Special water refers to water used for bathing and car washing.

Article 7 The price of urban water supply consists of water supply cost, expenses, taxes and profits. (a) the cost of urban water supply refers to the water resource fee, raw water fee, electricity fee, raw material fee, depreciation fee of assets, repair fee, direct salary, water quality testing and monitoring fee and other direct fees that should be included in the water supply cost.
1, water resource fee refers to the administrative fees charged by the water administrative department to water users in accordance with the relevant provisions of the state and the province;

3. The electricity charge in the pricing cost refers to the electricity cost of raw water transportation, water plant production, water transportation and distribution;
4. The wages in the pricing cost are calculated according to the average wage level of local state-owned (or the same economic component) independent accounting industrial enterprises announced by the enterprise's reasonable staffing and statistical departments; Or according to the total wages approved by the relevant functional departments and the wage content of unit products. Reasonable number of personnel: the annual per capita water production of water supply enterprises in provincial cities is not less than 654.38+10,000 cubic meters, and the annual per capita water production of water supply enterprises in counties and county-level cities is not less than 50,000 cubic meters.
5. The depreciation period of fixed assets in the pricing cost is generally the median depreciation period of fixed assets of industrial enterprises stipulated by the Ministry of Finance. The production capacity construction of urban water supply plants should not be too advanced. After the new water plant is completed and put into operation, if the annual water production capacity is less than 60% of the design capacity, the depreciation expense shall be calculated according to 60% of the design capacity of water supply.
6. The maintenance cost in the pricing cost is generally controlled between 2% and 2.5% of the original value of fixed assets. (3) Taxes refer to the taxes payable by water supply enterprises according to the national tax laws.

Chapter III Formulation of Water Price
Article 9 The price of urban water supply shall follow the principles of cost compensation, reasonable income, water conservation and fair burden.
Article 10 The average level of reasonable profits of water supply enterprises is 8- 10%. The specific profit level depends on different sources of funds.

After the water supply price adjustment plan and hearing materials are reported to the local people's government, they shall be reported to the price administrative department at the next higher level for approval and implementation.
Twenty-fourth city water supply price adjustment scheme, shall be announced to the public by the city people's government. Since the date of approval and implementation of the price adjustment document, the original price will be implemented for the first meter reading and the new adjusted price will be implemented for the second meter reading.
Twenty-fifth adjustment of urban water supply price should be approved according to the following principles:

Twenty-ninth urban water supply administrative departments should implement unified management of all kinds of water metering and metering facilities, strengthen water metering and monitoring, and improve water metering and monitoring facilities.

Thirty-first users should pay the water fee according to the time stipulated in the water supply contract and the prescribed measurement standard and water price standard. Offenders shall be dealt with according to the relevant provisions of the contract law.
Article 32 The water quality and water pressure of water supply enterprises shall conform to the sanitary standards for drinking water and the regulations on urban water quality management. Because the water quality is not up to the drinking water standard, causing adverse effects and economic losses to users, users have the right to complain to the water supply administrative department. Water supply enterprises shall bear corresponding legal responsibilities in accordance with the provisions of the Regulations on Urban Water Supply.
Thirty-third urban water supply enterprises should publicize all kinds of water prices, charging items, standards, document basis and price complaint telephone number 12358 in a prominent position in their business premises.
Thirty-fourth urban water supply administrative departments at all levels shall establish and improve the supervision system of urban water supply quality, strengthen water quality management, and supervise urban water supply enterprises to ensure safe and reliable water supply.
Thirty-fifth price departments of people's governments at all levels shall, jointly with the water supply administrative departments at the same level, strengthen supervision and inspection of the implementation of urban water supply prices, promptly handle price complaints, and investigate and deal with price violations according to law.
Chapter VI Supplementary Provisions
Thirty-sixth the term "city" as mentioned in these Measures refers to the cities and towns established by the state according to the "People's Republic of China (PRC) City Planning Law".
Thirty-seventh the implementation measures shall be interpreted by the Provincial Price Bureau.
Article 38 These Measures shall be implemented as of April 20 10/day. If the original relevant provisions of our province are inconsistent with these measures, these measures shall prevail.
