4. Business license of special industry. B&B belongs to the tourism industry, which belongs to a special industry, so this is also essential, and it is the most critical procedure to open B&B besides the industrial and commercial business license. The new "Regulations" clarify that after establishing a hotel and obtaining a business license issued by the administrative department for industry and commerce, it shall apply to the public security organ of the local people's government at or above the county level for a special trade license. Those who meet the relevant public security and fire control conditions can only issue special business licenses to B&B after passing the acceptance by the public security department. Apply for a special B&B pass and go directly to the local police station.

According to Article 4 of the Measures for the Administration of Public Security in Hotel Industry, an application for opening a hotel shall be approved by the competent department, signed by the local public security organ, applied for registration with the administrative department for industry and commerce, and obtained a business license before it can be opened.

According to Article 3 of the Measures for the Administration of Public Security in Hotel Industry, hotels are operated, including buildings, fire-fighting equipment, entrances and exits, passages, etc. Must comply with the "People's Republic of China (PRC) Fire Protection Law" and the relevant provisions of the state, and must have the necessary anti-theft safety facilities.

In case of closure, work change, merger, relocation, name change, etc. , approved the opening of the hotel, should be in the administrative department for Industry and commerce for change of registration within 3 days, to the local county, city public security bureau and public security branch for the record.
