Xiangtan's current document on property service charges is the "Implementation Opinions on Implementing the Management Measures for Property Service Charges in Hunan Province" jointly formulated by the Municipal Price Bureau and the Municipal Real Estate Bureau on 20 12. In recent years, due to the rising wage level, the sharp rise in the cost of property services and the change of property charge management policies, the existing property management model and guiding price standard can no longer adapt to the new situation. First, clear the scope of government guidance price for property service charges.

Before the establishment of the owners' meeting, the government-guided price shall be implemented for the charges of ordinary commodity residential property services; And the related property service fee, decoration service management fee and decoration garbage cleaning fee for the car parking space.

After the establishment of the owners' meeting, the property service charges for villas, other non-residential houses and ordinary commercial houses shall be subject to market-adjusted prices.

Second, the level of property services and the benchmark price.

1. Establish a management model that is consistent with quality and price. "Notice" stipulates that ordinary residential property services are divided into five levels, from low to high, and the highest is five-level services. Property service charges are based on the principle of high quality and good price, and each level of property service has corresponding charging standards. Property service enterprises can choose project grade combination according to the actual situation of residential areas, and the charging standard of property services is the sum of the charging standards of public property services in residential areas.

2. The property charging standard adopts menu combination pricing. Government guidance price is the highest price of each service content level according to the service level and service content. The content of property services is divided into five categories, and each service content is divided into five grades according to different service standards, and corresponding charging standards are formulated, so that owners and property companies can freely combine according to the actual service content and corresponding charging standards, and the charging standards for ordinary residential public property services with government-guided prices shall not be higher than the guiding prices in principle.

Government-guided ordinary commercial housing property service charges in the early stage shall be filed, and the service level and charging standard shall be reported to the municipal price department for review and filing, and the charges can be charged only after publicity. The filing documents shall specify the previous property service level and charging standards and other related contents. Property companies must make clear their service levels and charging standards when filing property fees, as the basis for whether their later properties provide services consistent with price and quality.

Four, strengthen the supervision of property service charges.

In the past management of property service charges, the focus was on the filing of property fees, and the supervision after filing was relatively weak. The "Notice" clarifies the key supervision of property service enterprises with high complaint rate, centralized problems, inconsistent quality and price, and substandard service level.

Five, clearly give preferential treatment to water supply without meter reading.

The Measures for the Administration of Urban Water Supply Price in Hunan Province clearly stipulates that water supply enterprises will give 6-8% discount on the terminal price of water supply that is not directly read to households. In order to implement this policy, the Notice made further explicit provisions.

Six, strengthen the publicity system of fees.

The property management company shall publicize the service items, service standards, charging methods and charging standards according to the regulations, publish the charging documents and report telephone number 123 15, accept the supervision of the owners, and shall not charge the owners any unmarked and publicized fees.
