Two, the people's governments at or above the county level and the relevant departments shall, in accordance with the requirements of unified command, unified coordination and unified scheduling of epidemic prevention and control work in the province, earnestly fulfill the territorial responsibility and departmental responsibility, and do the following work:

Medical institutions should strictly implement the provisions of pre-inspection and triage of infectious diseases, fever clinic system and district management, treat patients or suspected patients in COVID-19 in isolation according to law, conduct medical observation on close contacts in designated places and take other necessary prevention and control measures to ensure that all receivables are collected; Do a good job in hospital infection control, medical waste disposal and personal protection of medical staff. Five, organs, enterprises and institutions, social organizations, community property management institutions and other organizations within the administrative region of this province shall implement the main responsibility for epidemic prevention and control, establish and improve the responsibility system and management system for prevention and control, equip with necessary protective articles and facilities, strengthen the health monitoring of their own units and community personnel, urge people and close contacts from areas with severe epidemic to receive health service management in accordance with relevant government regulations, report abnormal situations to relevant departments in a timely manner, and take corresponding prevention and control measures in accordance with government requirements.

Public service units such as aviation, railways, passenger transport and urban public transport shall fully implement various epidemic prevention and control measures for stations, airports, ports, docks, service areas and other means of transport and key places.

The business or management units of hotels, restaurants, shopping malls, supermarkets, farmers' markets, banks and other public places shall ensure that the business service places meet the requirements of epidemic prevention and control. Six, individuals who live, work, study, travel and engage in other activities within the administrative region of this province shall consciously abide by the provisions of laws and regulations, obey the command and management of epidemic prevention and control, accept prevention and control measures such as investigation, inspection, monitoring, medical observation and isolation treatment according to law, and truthfully provide relevant information; When fever, fatigue, dry cough and other symptoms appear, you should immediately take protective measures and go to the fever clinic for medical treatment in time to avoid taking public transport. Seven, strengthen public security management, market supervision and other law enforcement work in accordance with the law, and severely crack down on illegal and criminal acts such as resisting epidemic prevention and control, violent injury to doctors, disrupting market order and social order, and ensuring social stability and order.

Any unit or individual who violates the provisions of relevant laws and regulations, does not obey the decisions and orders of the people's government and its relevant departments, or does not cooperate with the measures of investigation, inspection, guardianship, medical observation, isolation and treatment taken by the government according to law, which constitutes a violation of public security management, shall be punished by the public security organs according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

Any unit or individual who fails to perform reporting duties according to law, delays reporting, conceals or makes false reports, or hinders epidemic prevention and control staff from performing their duties, shall be punished according to law; If it constitutes a violation of public security administration, it shall be punished by the public security organ according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

COVID-19 patients or suspected patients who violate the relevant provisions of isolation treatment, go in and out of public places, participate in people gathering activities, intentionally spread COVID-19 or cause the danger of virus transmission, endanger public safety, and constitute a violation of public security management, shall be punished by the public security organs according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

No unit or individual may interfere with the normal diagnosis and treatment activities of medical institutions and medical personnel, and public security organs shall take measures against illegal and criminal acts that infringe on the safety of medical personnel and disrupt medical order in epidemic prevention and control; If it constitutes a violation of public security administration, it shall be punished by the public security organ according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

Any unit or individual that drives up the prices of epidemic prevention supplies and commodities for people's livelihood, manufactures and sells fake and shoddy products, deceives consumers, spreads rumors, illegally trades and eats wild animals and their products, and disrupts market order and social order shall be punished by the public security organs or relevant departments according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

For individuals who conceal the history of the epidemic, go to areas with severe epidemic, contact with patients or suspected patients, avoid isolation or treatment, and violently harm doctors, in addition to strictly investigating the corresponding legal responsibilities according to law, the relevant departments should also record their illegal and criminal acts in credit files in accordance with relevant regulations and take disciplinary measures according to law.

During the period of epidemic prevention and control, the people's courts, people's procuratorates and public security organs at all levels in this province should actively perform their duties and deal with all kinds of illegal and criminal acts that hinder epidemic prevention and control strictly and quickly according to law.
