Vacant houses also have to pay property management fees and cannot be refused for various reasons. The owner must pay the corresponding fees to the property according to the original agreement, and shall not refuse to pay the corresponding fees for any reason. Property must be open and transparent when collecting property fees. Moreover, the profits earned in the public areas of the community should also be distributed to the owners, and the property cannot be collected privately.

First, when handling the property acceptance procedures, the construction unit shall hand over the following information to the property service enterprise:

1. Completion acceptance data such as completion general plan, single building, structure, equipment completion drawing, supporting facilities and underground pipe network project completion drawing;

2. Technical data on installation, use and maintenance of facilities and equipment;

3. Property quality warranty documents and property use instruction documents;

4. Other information required for property management.

Two, the owners' committee to implement the decision of the owners' congress, perform the following duties:

1. Convene the owners' meeting and report the implementation of property management;

2. Sign a realty service contract with the realty service enterprise selected by the owners' congress on behalf of the owners;

3. Timely understand the opinions and suggestions of owners and property users, and supervise and assist property service enterprises to perform property service contracts;

4. Supervise the implementation of management regulations;

5. Other duties assigned by the owners' meeting.

Legal basis: Article 944 of General Principles of Civil Law of People's Republic of China (PRC), the owner shall pay the property fee to the property service provider as agreed. If the property service provider has provided services in accordance with the agreement and relevant regulations, the owner shall not refuse to pay the property fee on the grounds that he has not accepted or does not need to accept the relevant property services. If the owner fails to pay the property fee within the time limit in violation of the agreement, the property service provider may urge him to pay it within a reasonable period of time; If the payment is not made within a reasonable period, the property service provider may bring a lawsuit or apply for arbitration. The property service provider shall not stop power supply, water supply, heat supply and gas supply to demand payment of property fees.
