Regulations of Hohhot Municipality on Urban Greening

Chapter I General Provisions Article 1 is to strengthen the construction and management of urban greening, promote the development of urban greening and improve the urban ecological environment and human settlements. Article 2 These Regulations shall apply to the planning, construction, protection and management of urban greening such as public green space, residential green space, unit attached green space, production green space, protective green space, scenic woodland and road green space within the urban planning area of this Municipality. In the urban planning area, the greening work managed by forestry and other administrative departments as stipulated by relevant laws and regulations shall be implemented in accordance with relevant laws and regulations. Article 6 The municipal and district people's governments shall arrange certain funds for urban greening construction every year, and encourage units and individuals to invest in urban greening in various ways. Chapter II Planning and Construction Article 9 The people's government of a city shall organize the relevant administrative departments such as urban gardens and planning to prepare urban greening plans and incorporate them into the overall urban planning.

The municipal landscaping administrative department shall prepare the urban green space system planning according to the overall urban planning and urban greening planning, and report it to the Municipal People's Government for approval before promulgation and implementation. The municipal landscaping administrative department shall supervise and inspect the greening construction of each unit and give technical guidance. Fifteenth urban construction projects supporting green space should be designed, constructed and accepted at the same time with the main project; If it is difficult to complete that year, it shall be completed in the following year.

The supporting green area of various urban construction projects shall be reported to the competent administrative department of urban landscaping for approval. After the completion of the project, the municipal landscaping management department shall participate in the project acceptance.

The municipal planning administrative department shall take whether the supporting green space of various urban construction projects meets the prescribed standards as one of the contents of the review. Sixteenth kinds of urban construction projects should arrange not less than the total project investment 1%-3% of the green construction funds for supporting green space construction. The funds for greening construction shall be deposited in the special account designated by the financial department, and shall be allocated by the municipal landscaping management department according to the progress of greening construction. Seventeenth supporting green space can not meet the prescribed standards, the construction unit shall apply to the municipal administrative department of urban landscaping, and after examination and approval, it shall be replaced by three-dimensional greening. Three-dimensional greening is still not up to the required standards, the city landscaping management department can use its greening construction funds to choose another open space for greening. Article 18 The design, construction and supervision of urban greening projects shall be entrusted to units with corresponding qualifications. Chapter III Protection and Management Article 20 All kinds of urban green spaces shall be protected and managed according to the following division of responsibilities:

(a) public green space, protective green space, scenic woodland, road green space and other green belts shall be the responsibility of the municipal and district landscaping management departments or other professional management units;

(two) residential green space by the property unit, the property owner or its entrusted property management department is responsible for;

(three) the unit is responsible for the attached green space;

(four) the production of green space is the responsibility of its production and business units;

(five) the residents own the green space in the courtyard, and the residents are responsible for it.
