Does Shanghai villa change kitchen to change the nature of property use without authorization?

Changing the dining room of Shanghai villa into a kitchen is an unauthorized change in the nature of property use.

According to the first paragraph of Article 58 of the Regulations of Shanghai Municipality on Residential Property Management, the owners and users shall use the property according to the purpose approved by the planning administrative department or specified in the certificate of real estate ownership, and shall not change the nature of the use of the property without authorization. If the restaurant is converted into a kitchen, it involves the modification of the original space function and use, which violates the requirements of the Regulations on changing the use of the property without approval. Article 86 of the Regulations of Shanghai Municipality on Residential Property Management also clearly points out that in violation of laws and regulations, the district housing administrative department may order it to restore to its original state within a time limit and may impose a fine of not less than 10,000 yuan but not more than 50,000 yuan.
