In my opinion, the final interpretation right is unique and can only be obtained by one party! It's like time, only the last second, it's impossible for two time points to pass at the same time! So when you say "having the final interpretation right", you deprive the other party of the "final interpretation right". In other words, this "final interpretation right" can be owned by both parties, but it doesn't necessarily belong to either party, and you can't grab it!

And now the industrial and commercial departments are generally implementing it according to my statement. So if you ask me if I'm legal or not, I'm definitely not. If it's no trouble, you can try administrative reconsideration according to another point I mentioned above after the punishment decision is made, or it's really no trouble to go to court and see which one can win!
