According to the above duties, the main duties of the Municipal Housing Authority are:

(a) the implementation of national, provincial and municipal policies, laws, regulations and rules on housing security, housing system reform, real estate market and real estate management; To draft relevant local laws and regulations; Draw up the city's housing security and real estate management development plan and organize its implementation.

(two) to lead the city's housing security and shantytown renovation work, and to be responsible for supervision and management; Responsible for the overall coordination and daily management of the city's affordable housing construction; Responsible for organizing the implementation of the transformation of dilapidated houses and shanty towns in the city; Responsible for the investigation of urban and rural housing situation and housing supply and demand.

(three) responsible for promoting the reform of rural housing property rights system, the establishment of a unified urban and rural real estate market system.

(four) to assume the responsibility of regulating and managing the real estate market; Responsible for the pre-sale management of commercial housing and the registration management of pre-sale contracts; Responsible for the supervision and management of real estate transfer, housing lease, real estate mortgage and real estate intermediary service institutions; Responsible for the research, monitoring and analysis of real estate market information, establish and improve the real estate market information system and early warning and forecasting system.

(five) responsible for urban and rural housing ownership registration and file management; Responsible for the development of the city's rural housing registration management and housing property rights transfer system and organize the implementation; Responsible for the city's public housing management and the implementation of private saving policies.

(six) responsible for the formulation of property management policies and norms and supervise the implementation; Supervise and manage the city's property management activities, and be responsible for the qualification management of property service enterprises; Supervise the collection, management and use of new residential property warranty funds, buildings and their affiliated special maintenance funds.

(seven) responsible for the management of urban housing demolition in the city, responsible for the management of urban housing demolition permits and the ruling of housing disputes, and responsible for the supervision and management of the use of demolition compensation and resettlement funds.

(eight) responsible for urban and rural housing safety management, formulate relevant systems for housing safety management and organize their implementation; Responsible for the safety management and termite control management of house decoration structure.

(nine) responsible for the administrative law enforcement of the city's real estate management.

(ten) to undertake the relevant administrative examination and approval items announced by the municipal government.
