Why did Dalian cancel the maintenance fund?

Extended data; Measures for the Management of Special Maintenance Funds for Urban Houses in Dalian Article 1 In order to strengthen the management of special maintenance funds for houses, ensure the maintenance and normal use of the parts and facilities used by houses, and safeguard the legitimate rights and interests of owners of special maintenance funds for houses, in accordance with the Property Management Regulations (Order No.504 of the State Council), the Measures for the Management of Special Maintenance Funds for Houses (Order No.0/65 of Ministry of Construction and Ministry of Finance) and other laws,

Article 2 The term "special maintenance funds for houses" as mentioned in these Measures refers to the funds earmarked for the maintenance, renewal and transformation of * * * parts and * * * facilities and equipment of houses after the expiration of the warranty period.

The * * * part of the house mentioned in these Measures refers to the part shared by a single owner of the house according to laws, regulations and the agreement in the house sales contract, and generally includes: foundation, load-bearing walls, columns, beams, floors, roofs, outdoor walls (including balcony walls), unit doors, hallways, stairwells, corridors, etc.

The facilities and equipment mentioned in these Measures refer to the ancillary facilities and equipment that the house owner enjoys ownership according to laws and regulations and the house sales contract, generally including: elevators, antennas, lighting, fire-fighting facilities, security facilities, lightning protection facilities, drainage facilities, green spaces, roads, street lamps, ditches, pools, wells, non-operating garages, public sports facilities and * *.

Article 3 These Measures shall apply to the deposit, use, management and supervision of maintenance funds within the state-owned land of Zhongshan District, Xigang District, Shahekou District, Ganjingzi District and Dalian High-tech Industrial Park in Dalian.

Article 4 The use and management of maintenance funds shall follow the principle of "special account storage, earmarking, owner's decision-making and government supervision".

Fifth city real estate administrative departments responsible for the formulation of maintenance fund policy, and in conjunction with the municipal finance department is responsible for the guidance and supervision of maintenance fund management. City residential special maintenance fund management center (hereinafter referred to as the management center) is responsible for the collection, storage, preservation and appreciation of maintenance funds, transfer and use, settlement and disbursement, information inquiry service and other daily management work.
