2. If you charge the money, you can't open the valve by swiping the card.

You can consider punching the IC card, but swiping the card can't open the valve. In this case, it may be that the card did not sense it, so the IC card cannot be pulled out immediately after swiping the card. You should stop for a few seconds before pulling it out, otherwise the water meter may not be able to sense the opening of the valve.
