Shanghai's latest property management regulations

In order to promote the "Three-year Action Plan for Comprehensive Management of Residential Areas in Shanghai (2007-2009)", better set a typical example and further improve the property management level of this Municipality, the relevant matters concerning the declaration of national property management demonstration projects in 2007 and the review of demonstration projects of the Ministry of Construction over the years are hereby notified as follows:

First, declare the demonstration project in 2007

(1) application conditions

1. The residential area is more than 80,000 square meters, of which the villa area is more than 20,000 square meters, and the owners' meeting is established in the residential area.

The industrial area has a building area of over 80,000 square meters, a building area of over 30,000 square meters and a non-residential building area of over 60%, and the utilization rate of buildings (sites) reaches over 85%.

2. Obtained the title of "Shanghai Excellent Residential Area (Building, Industrial Zone)" for more than one year.

3. The property management company has established and improved management rules and regulations, and there have been no major accidents, major charges and service quality complaints in the past three years.

(2) Selection criteria

The evaluation shall strictly implement No.008 National Standards and Scoring Rules for Property Management Demonstration Residential Quarters (Buildings and Industrial Zones) promulgated by the Ministry of Construction, and the pre-scoring value of the project shall not be less than 98 points.

(3) Selection procedures and requirements

1, enterprise self-evaluation declaration stage

Property management enterprises to obtain municipal excellent property management projects, according to the reporting conditions of self-assessment to meet the requirements, should be in August 30 days before the project is located in the county real estate bureau to declare, and provide project related information:

(1) Description and introduction of the declared project;

(2) The general construction plan of the declared project;

(3) More than 20 photos reflecting the characteristics of property management services (including residential gate, environmental greening, house facade, vehicle management, technical defense facilities, management system, residential management office, cleaning, maintenance and security operation scenes, etc.). ), and the photos are unified into JPG format and carved into CD;

(4) The property management enterprise shall fill in the Application Form for 2007 National Demonstration Residential Quarters (Buildings and Industrial Zones) (see Annex I) and the Application Form for 2007 National Demonstration Residential Quarters (Buildings and Industrial Zones) (the enterprise can download it from "Shanghai Real Estate Resources Network" (www.shfdz.gov.cn)) in triplicate, which shall be recommended and reported by the district/county real estate bureau where the project is located after preliminary examination.

2, the county real estate bureau preliminary stage

From September 1 day to September 10, the district and county real estate bureaus conducted a preliminary examination of the projects declared by property management enterprises, and summarized the declared projects that passed the preliminary examination before September 15 and reported them to the Municipal Bureau Property Office (see Annex II).

3. Pre-assessment stage of the Municipal Bureau

From September 16 ~ 30, the Property Office of the Municipal Bureau will organize relevant experts from the Municipal Property Management Center and the Municipal Property Management Industry Association to pre-evaluate the declared projects, and then recommend and report them through the pre-evaluation projects.

Two, review the demonstration projects that our department has obtained over the years.

1. The district and county real estate bureaus shall re-examine the projects that have passed the Ministry's demonstration over the years within their respective jurisdictions in accordance with the National Standards and Scoring Rules for Property Management Demonstration Residential Areas (Buildings and Industrial Zones) and fill in the re-examination form (see Annex 3). At the same time, property management companies are required to summarize the situation of consolidating and improving management services after submitting demonstration projects, and provide 20 photos of residential quarters or buildings and industrial zones in JPG format.

2, inspection found that the management level decline, the owner's opinion is bigger, to urge the property management companies to put forward rectification plan within a week, and do a good job of return visit.

3. For the property management projects that are ineffective in rectification and can no longer play an advanced demonstration role, the district and county real estate bureaus shall summarize and report to the Property Office of the Municipal Bureau for reinspection, and report to the Ministry of Construction for proposing to cancel the title of its demonstration project.
