The implementation of government-guided property service projects is generally approved by the Price Bureau according to the service projects in the preliminary property service contract declared by the property company. As the prophase property service contract is signed by the developer and the property management company, the service items are set by the developer according to the scale, grade, landscape, greening rate, owners' guild hall, sports and entertainment of the residential quarters, which means that the specific conditions of each residential quarter are different.

At present, most of the property companies in newly-built residential quarters are subsidiaries of developers, so developers often make vague service items and service standards in the previous property service contracts, which makes it difficult for owners to confirm whether to provide property services according to the service items and service standards agreed in the previous property service contracts, and there is no basis for safeguarding rights. This is the direct cause of "limited liability, unlimited rights, permanent false losses" of the property company that provides pre-property services. When examining and approving the charging standards for property services in the early stage, the Price Bureau only examines and approves according to the Measures for Supervision and Examination of Pricing Costs of Property Services formulated by the state, province and city. Because these Measures for the Supervision and Examination of the Pricing Cost of Property Services only determine the scope of property services in a macro way, but do not clearly specify the specific items of property services, it also gives developers the opportunity to maliciously and vaguely formulate service items and service standards when formulating the previous property service contracts. Therefore, the project of property services is somewhat confusing.

On September 10, 2007, the relevant state departments jointly issued the Measures for the Supervision and Examination of the Pricing Cost of Property Services (Trial), in which Article 7 stipulated that "the pricing cost of property services consists of personnel expenses, daily operation and maintenance expenses of facilities and equipment used in the property, greening and maintenance expenses, cleaning and sanitation expenses, order maintenance expenses and property * * * *. It can be seen that the items of property services are only determined from this clause: "Daily operation and maintenance, greening maintenance, cleanliness and hygiene, and order maintenance of facilities and equipment used by the property * * *". For example, order maintenance projects include vehicle parking management, access control management, patrol inspection and so on.
