According to the Notice, the value-added services provided by property service enterprises beyond the scope stipulated in the Grade Standard of Qingdao Ordinary Residential Property Service shall be subject to market adjustment price during the pre-service period of ordinary residential property, and the specific charging standard shall be negotiated and agreed by the owners or property users and the property service enterprises. The property service enterprise collects and keeps the management fee deduction ratio of the owner's profitable funds on his behalf. In the early stage of ordinary residential property, the "double-and-a-half" owners and the property service enterprises negotiated and determined, and 20% of the profit funds were withheld before negotiation; After the establishment of the owners' congress, ordinary houses and other properties shall be determined by the owners' congress or the owners' committee in consultation with the property service enterprises.
Vacant for more than six months, the property fee should be reduced.
The Notice stipulates that the owner shall pay the property service fee on a monthly basis from the date of delivery of the property. If the owner and the property user agree that the property user shall pay the property service fee, such agreement shall prevail. With the consent of the owner or the user of the property, the property service enterprise may collect the property service fee for no more than six months in advance; Where the realty service enterprise and the owner or the user of the property have otherwise agreed on the prepayment time, such agreement shall prevail.
In view of the procedures for reducing and exempting the public service fee for the pre-service period of ordinary residential property, if the house is vacant for more than 6 months, the Notice stipulates that the owner or the property user shall inform the property service enterprise in writing in advance, and the public service fee shall be determined by both parties through consultation (in principle, the unused water, electricity and gas shall be used as the measurement standard, or the measurement standard shall be agreed by both parties through consultation).
Motor vehicles that are not parked in parking spaces are exempt from parking service fees.
According to the Notice, the rental fees for ordinary residential parking spaces, parking service fees and parking fees for pre-residential properties are subject to government guidance prices, while the rental fees for ordinary residential parking spaces, parking service fees and parking fees for pre-residential properties in six districts of the city still continue the current charging standards. During the preliminary property service period of ordinary residential buildings in the six districts of the city, if the temporary parking does not exceed 2 hours, the parking fee will be exempted; More than 2 hours, not more than 2 yuan per hour; No more than 6 yuan every day.
The notice stipulates that during the pre-service period of ordinary residential property, if the parking space user does not use the parking space, he shall inform the property service enterprise in writing in advance. Upon confirmation by both parties, if the motor vehicle has not been parked for more than one month (inclusive) from the date of written notification, the parking service fee will be exempted.
