Can I live in a house without paying the property fee?

Legal analysis: you can't pay the property fee if you don't live in a house. Property fee is the fee charged by the property for the daily maintenance, repair and transformation of public buildings and their equipment, public facilities, greening, sanitation, transportation, public security, environment and other services related to residents' lives. Therefore, even if you don't stay, you need to pay the property fee to enjoy the above services.

Legal basis: Article 41 of the Regulations on Property Management in People's Republic of China (PRC), the owner shall pay the property service fee according to the agreement in the property service contract. If the owner and the user of the property agree that the user of the property shall pay the property service fee, the owner shall bear joint and several liability from the agreement. Property that has been completed but has not been sold or handed over to the property buyer shall be paid by the construction unit.
