What is a community?

Most of the communities we contacted were renamed by urban neighborhood committees, and a few were renamed by village committees merging into towns.

There is no administrative level in the community, and community workers are neither administrative nor career establishment. The main body of community workers is community cadres, who are elected by general elections every three years.
