Yuncheng urban construction planning

In order to strengthen and improve the construction of urban infrastructure, enhance the service function of urban carriers, and promote the sustained and healthy development of urban economy and society, this urban construction plan is formulated.

I. General requirements

Thoroughly implement the spirit of the 18th National Congress of the Communist Party of China and the Third and Fourth Plenary Sessions of the 18th Central Committee, and focus on the urban construction goals of "perfect urban functions, expanding industrial space, intensive land use and cheap housing for citizens", and make great efforts to implement the "three plans", strengthen top-level design and overall planning, further improve the level of urban infrastructure construction and management, continuously improve the urban living environment and enhance the connotation of urban development. Promote the convergence of industrial agglomeration, cluster parks, park communities, community urbanization, land scale and urban-rural ecology, realize the interaction of industrialization, informationization, urbanization and agricultural modernization, and create a good environment for the sound and rapid economic and social development of the city.

Second, the mission objectives

Urban construction planning is detailed in four categories: improving urban functions, expanding industrial space, intensive land use and low-rent housing for citizens, with 150 projects. First, there are 75 urban function improvement projects, including 34 urban roads, 2 greening projects, 2 pipelines1,8 alternative projects, and the balance payable project10; Second, there are 24 industrial space expansion projects, including urban complexes, industrial buildings and tourist hotels. Third, there are 17 intensive land use projects, including 7 affordable housing and shantytown renovation projects and 10 urban village renovation projects; Fourth, citizens have 34 projects, including cultural and educational construction, public welfare undertakings, and improving people's livelihood. It is estimated that the total investment is about 30.956 billion yuan, and the financial investment is about 4.372 billion yuan, of which the municipal financial investment is about 265.438+25 billion yuan. The planned investment is about 654.38+0.0679 billion yuan and the financial investment is about 654.38+0.442 billion yuan, of which the municipal financial investment is about 676 million yuan. Third, safeguard measures.

(1) Strengthen organizational leadership and form joint efforts. All responsible units shall, in accordance with the requirements of "one project, one leader, one team, and one grasp to the end", concentrate manpower, financial resources and material resources, implement responsibilities, improve measures, and ensure that tasks are completed on schedule. All relevant units should consciously establish the idea of "playing a game of chess" in the city, cooperate closely, work together, form a joint force, and ensure the smooth implementation of urban construction planning. Municipal Development and Reform Commission should do a good job in project establishment; The Municipal Finance Bureau should actively raise project funds; City Housing Construction Bureau should do a good job in the monthly investment statistics of the project, inform the progress of the project, and supervise the progress of the project; City Planning Bureau should plan around the project in advance; Municipal Bureau of Land and Resources should actively do a good job in project land supply.

(two) the construction of quality projects, shaping the characteristics of the city. All units at all levels should earnestly enhance the scientificity, authority and seriousness of planning, adhere to first-class planning and lead first-class construction, continue to increase investment in planning and improve the level of planning and design. It is necessary to further strengthen the awareness of quality products and continuously improve the functional quality and artistic quality of construction projects. It is necessary to highlight the shaping of urban characteristics, enhance urban taste, create quality projects with local characteristics, and enhance the attractiveness of the city.

(3) Insist on being close to the people's hearts and ensuring people's livelihood needs. It is necessary to further strengthen the people-oriented consciousness, take the realization, maintenance and development of the fundamental interests of the people as the starting point and the end result, respect the wishes of the people, and rely on the strength of the masses to build people's cities. Vigorously strengthen the transformation of urban infrastructure, give priority to the construction of infrastructure closely related to people's livelihood, such as water supply, gas supply, heat supply, power supply, communication, public transportation, disaster prevention and avoidance, and make overall consideration of the construction of public service facilities such as medical care, education, culture and community services in urban and rural areas, improve the level of facility construction and the quality of operation services, and meet the basic needs of the people.

(4) Improve the operating mechanism and make good use of urban construction funds. Strengthen market-oriented operation and raise urban construction funds through multiple channels. In accordance with the idea of big financing, big operation and big development, we should adhere to the combination of government investment and market-oriented operation, actively play the role of investment and financing platform, increase investment attraction, and actively introduce strategic investors to participate in urban construction.

(five) adhere to the rule of law, standardize project management. Strictly implement the capital construction procedures and put an end to unapproved construction. Strict implementation of the bidding system, government procurement system, investment evaluation system, project supervision system, completion acceptance system and other systems, strict environmental assessment, project establishment, land and other approval procedures, to further improve the efficiency of government funds.
