(two) to further standardize the bidding work of property management. The development and construction unit shall complete the bidding for property management before handling the pre-sale certificate of commercial housing, and sign the "Pre-property management service contract" with the successful property service enterprise.
The development and construction unit is the tendering unit of the previous property management bidding activities, and the bidding work is carried out under the supervision of the property management department. Pre-property management bidding shall be implemented in accordance with the Measures for the Implementation of Pre-property management bidding in Ningbo, which shall be formulated separately by the municipal construction administrative department.
(3) Before selling (pre-selling) the property, the development and construction unit shall formulate a temporary management agreement, and file it with the property management department and the neighborhood office (Township People's Government) in the area 5 days before the property sales (pre-selling).
When a property buyer signs a contract for the sale of commercial housing with a development and construction unit, it shall take the temporary management agreement and the preliminary property management service contract signed by the development and construction unit and the property service enterprise as the annex to the contract, and specify the specific matters such as the content of property management services and charging standards.
The texts of "Interim Management Statute" and "Pre-property management service contract" shall be filed by the property management department in the jurisdiction before they can be used as annexes to the commercial housing sales contract.
The model texts of "Interim Management Statute" and "Pre-property management service contract" shall be formulated separately by the municipal construction administrative department for the reference of development and construction units.
(D) the implementation of property services companies to intervene in advance. The realty service enterprise shall send personnel to the site within 15 days after signing the preliminary realty service contract with the development and construction unit, and its main duties shall be implemented in accordance with Article 26 of the Regulations. At the same time, it is necessary to explain the property management policy of the property buyer and prepare for receiving the owner when handing over the house.
(five) the realty service enterprise shall urge the construction unit and relevant professional departments to do a good job in the transfer of water supply, power supply, gas supply, heating, postal services, communications, cable television and other facilities and equipment. Relevant professional units shall promptly receive the facilities and equipment used by * * * that have passed the joint acceptance, and do a good job in the management and maintenance of facilities and equipment. Water supply, power supply, gas supply, heating and other professional departments shall charge the end users (actual end users or units) within the property management area. If the relevant professional departments need to entrust the realty service enterprise to collect fees, both parties shall sign an entrustment contract and pay the corresponding fees. If the entrustment contract is not signed, it shall not be forcibly charged to the property service enterprise.
(6) Improve the data transmission system. When handling the property acceptance formalities, the development and construction unit shall hand over the following materials to the property service enterprise, and handle the house handover formalities for the owner through the property service enterprise:
1. Completion acceptance data such as completion general plan, single building, structure, equipment completion drawing, supporting facilities and underground pipe network project completion drawing;
2 facilities and equipment installation, use, maintenance and warranty projects and other technical information;
3. Property quality warranty and property use certificate;
4. List of owners (housing distribution plan);
5. The floor plan and layout of each building;
6. Keys related to houses, electricity meters and water meters;
7. Other information required for property management.
