Xi Interim Measures for the Administration of Bagged Collection of Municipal Domestic Waste

Article 1 In order to strengthen the management of municipal solid waste, reduce waste pollution, and improve the level of city appearance and environmental sanitation, these Measures are formulated in accordance with the Regulations on the Administration of City Appearance and Environmental Sanitation in Xi and relevant national laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to all units and individuals within the administrative area of this Municipality. Article 3 The term "municipal solid waste" as mentioned in these Measures includes:

(1) Household garbage;

(2) Garbage in various commodity trading markets;

(3) Garbage on urban roads and public places;

(4) Domestic garbage of government agencies, military units, enterprises and institutions (excluding boiler slag).

The term "bagged collection and management of domestic garbage" as mentioned in these Measures refers to the whole process management of bagging, special collection and closed removal of all kinds of domestic garbage. Fourth city, district (county), the town people's government of the city appearance and environmental sanitation management department is the administrative department in charge of the management of municipal solid waste bags, should be in accordance with the provisions of these measures, conscientiously do a good job. Article 5 The management of bagged collection of domestic garbage in residential areas without property management shall be implemented in accordance with the following provisions:

(a) residents must put their own garbage into garbage bags, seal the bag mouth, and put the bagged garbage at the designated place within the specified time. It is forbidden to throw bagged garbage into dustbins, tree pits and other non-designated places at will.

(2) The city appearance and environmental sanitation department shall designate a person to be responsible for the collection at the specified time and place, and carry out secondary bagging, and timely close the pickup to ensure Nissan Nissin.

(three) residents should pay the bag garbage fee to the district or street sanitation department on a monthly basis, and the charging standard shall be approved by the price department. Lintong District, yanliang district and five counties are subject to 50% of the urban charging standard.

The domestic garbage in residential areas with property management is collected in bags by the property management company in residential areas and transported to the landfill designated by the city appearance and environmental sanitation management department in two bags. Article 6 Domestic garbage generated in various commodity trading markets and public places shall be collected in bags by the management unit, and then transported to the landfill designated by the city appearance and environmental sanitation management department after being bagged twice.

The garbage on urban roads is collected in bags by the city appearance and environmental sanitation department and put into the designated bagged garbage collection station (point). Article 7 Domestic garbage generated by government organs, military units, enterprises and institutions shall be collected by personnel designated by each unit, bagged twice and transported to the landfill designated by the city appearance and environmental sanitation management department. Article 8 If the domestic garbage generated by various commodity trading markets, public places, government organs, military units, enterprises and institutions, and property management communities cannot be transported by themselves, the management unit may entrust the district, street, city appearance and environmental sanitation departments to clear and remove the garbage, and pay the domestic garbage clearing fee according to the charging standard for environmental sanitation management services approved by the Municipal People's Government.

District and county city appearance and environmental sanitation departments, town people's governments, and sub-district offices shall supervise and inspect the collection and management of domestic garbage in bags in various commodity trading markets, public places and organs, military units, enterprises and institutions, and provide professional guidance. Ninth residents advocate the use of degradable garbage bags to collect domestic garbage.

All kinds of commodity trading markets, public places, urban roads, organs, military units, enterprises and institutions must use degradable plastic garbage bags to collect domestic garbage. Article 10 Encourage and support social units or individuals to engage in business activities such as the collection and removal of domestic garbage in bags. But it must be approved by the administrative department of city appearance and environmental sanitation. Article 11 The planning, site selection, design and construction of compressed waste transfer stations shall conform to the requirements of the overall urban planning of this Municipality and the relevant standards formulated by the national urban construction administrative department, so that the layout is reasonable, the appearance is beautiful, and it is in harmony with the surrounding architectural styles. Compressed garbage transfer stations must be managed by the city appearance and environmental sanitation department and kept intact and clean. Without the approval of the municipal sanitation department, no unit or individual may dismantle, close or use it for other purposes without authorization. Twelfth after the implementation of garbage collection in bags, the garbage passage of the original building should be closed. The design of garbage passage should be cancelled in the design of new buildings. Thirteenth no unit or individual may mix medical waste and other special garbage into domestic garbage. The collection, removal and disposal of medical wastes and other special wastes shall be carried out in accordance with relevant regulations. Fourteenth in the implementation of garbage collection in bags at the same time, all districts and counties can gradually implement garbage collection on the basis of the pilot. Fifteenth to encourage and support all units and individuals to discourage and stop violations of these measures, but also to report to the city appearance and environmental sanitation management department. Sixteenth units and individuals who violate these measures shall be ordered to make corrections by the administrative department of city appearance and environmental sanitation, and may impose a fine of more than 5 yuan and less than 50 yuan on individuals; The unit shall be fined from 200 yuan to 2000 yuan. If a party refuses to accept the decision on administrative punishment, it may apply for reconsideration or bring a lawsuit in accordance with the Regulations on Administrative Reconsideration and the Administrative Procedure Law. Seventeenth the specific application of these measures shall be interpreted by the Xi City Appearance and Environmental Sanitation Administration. Article 18 These Measures shall come into force as of the date of promulgation.
