Can party and government organs set up property management enterprises?

It is stipulated that party and government organs cannot run enterprises.

You can't even own shares in a business. 1999 issued the "decision of the central government on some major issues concerning the reform and development of state-owned enterprises", which clearly requires that party and government organs at all levels should be completely decoupled from the economic entities they run and the enterprises directly managed.
