Measures of Yiyang Municipality on Comprehensive Urban Management

Chapter I General Provisions Article 1 In order to strengthen comprehensive urban management, standardize comprehensive law enforcement, improve the level of urban public services, and build a civilized and livable city, these measures are formulated in accordance with the Regulations on Comprehensive Urban Management of Hunan Province and relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to urban built-up areas, county built-up areas within the administrative area of this Municipality and other areas where comprehensive urban management is implemented as determined by the people's governments of cities, districts and counties (cities) (hereinafter referred to as comprehensive urban management areas).

City, district and county (city) people's governments shall announce to the public the determined urban comprehensive management areas and their adjustment. Article 3 The scope of implementation of urban comprehensive management responsibilities includes municipal public facilities operation management, city appearance and environmental sanitation management, landscaping construction and maintenance management, and comprehensive law enforcement.

Outside the above scope, some work closely related to urban management, such as public space order management, illegal construction management, environmental protection management, traffic management, emergency management, etc. , need to be included in the city's comprehensive management responsibilities, by the city, district and county (city) people's government according to the procedures reported to the Hunan Provincial People's government for approval, and announced to the public. Article 4 Comprehensive urban management adheres to the principles of people-oriented, governance according to law, source governance, consistency of rights and responsibilities, and collaborative innovation. Article 5 The people's governments of cities, districts and counties (cities) shall establish a joint conference system for urban management work, set up urban management committees, study and solve major problems in urban management, and make decisions on major issues of comprehensive urban management according to law. The office of the Urban Management Committee can be located in the urban management department at the same level, responsible for the daily work of the Urban Management Committee. Article 6 The municipal urban management department shall be responsible for the guidance, coordination, supervision and assessment of comprehensive urban management within its jurisdiction, organize major special law enforcement actions, and investigate and deal with major and complex illegal cases of comprehensive urban management across regions and central cities.

County (city) urban management department is responsible for the organization and implementation of comprehensive urban management within its jurisdiction.

The urban management departments of Heshan District and Ziyang District may send law enforcement agencies or law enforcement personnel to the streets (townships). Seventh public security, resources and planning, ecological environment, housing and urban and rural construction, transportation, water conservancy, market supervision and management, culture, tourism, radio, film and television, sports and other relevant administrative departments. Should be in accordance with their respective responsibilities, do a good job in urban comprehensive management.

Water supply, power supply, gas supply, postal services, communications and public transportation units shall provide public services within their respective business scope and cooperate with the comprehensive management of the city.

Sub-district offices and Township People's governments are responsible for organizing and implementing the specific work of comprehensive urban management within their respective jurisdictions, and guiding and urging residents' committees, villagers' committees and relevant units to participate in comprehensive urban management. Article 8 The people's governments of cities, districts and counties (cities) shall incorporate the funds required by the Urban Management Committee and the Urban Management Department to perform their duties of comprehensive urban management into the fiscal budget at the same level, and incorporate the comprehensive urban management into the annual performance appraisal.

City, county (city) people's government may commend and reward units and individuals that have made outstanding contributions or remarkable achievements in the comprehensive management of cities. Article 9 Urban management departments shall establish a service platform for urban comprehensive management, make full use of modern scientific and technological means, actively guide citizens, legal persons or other organizations to participate in urban management activities in the form of voluntary service, and provide conditions for the public to participate in urban comprehensive management activities.

Residents' committees and villagers' committees shall improve community (village) public service facilities and formulate and implement residents' (village) conventions. To enhance its autonomous function in urban comprehensive management and guide residents (villages) to participate in urban comprehensive management activities. Chapter II City Appearance and Environmental Sanitation Management Article 10 The city appearance and environmental sanitation management within the comprehensive urban management area shall implement the responsibility area system.

The area of responsibility for city appearance and environmental sanitation refers to the buildings, facilities, places and their areas owned, used and managed by relevant units and individuals within a certain range, including the area between the facade of the building, windows, sidewalks in front of the door and the wall foundation and kerbs of the building. Article 11 The urban management department shall reasonably divide the area of responsibility for city appearance and environmental sanitation, clarify the responsible person, responsible matters and supervision units, guide and urge the relevant units and individuals to do a good job in the area of responsibility for city appearance and environmental sanitation, and ensure that the city appearance and environmental sanitation are clean and beautiful.

The responsible person of the city appearance and environmental sanitation responsibility area shall be determined according to the following requirements:

(a) the area that has been included in the scope of property management, and the property service unit is the responsible person of the city appearance and environmental sanitation responsibility area (three bags in front of the door); Not included in the scope of property management area, the owners or owners' committee for the management responsibility;

(two) the scope of self-management office area, production and business premises. , and the corresponding units or individuals are responsible for the management;

(three) entertainment venues, shopping malls, bazaars, exhibitions and other places of business, business management units for the management responsibility;

(four) public places such as railway stations, bus stations, cultural and sports venues, parks, tourist attractions (districts), and the management unit is the person in charge of management;

(5) The construction site shall be managed by the construction unit.

Other public places and areas such as urban roads, pedestrian overpasses and underground passages other than those specified in the preceding paragraph shall be managed by the urban management department.
