Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the relevant laws and regulations of the state and in the light of the situation of this Municipality in order to standardize the property management behavior in Urumqi, safeguard the legitimate rights and interests of owners, users and property management enterprises, and create a good living and working environment. Article 2 These Regulations shall apply to property management activities within the administrative area of this Municipality. Article 3 The term "property" as mentioned in these Regulations refers to all kinds of houses and their ancillary facilities, equipment and related sites.

Property management refers to the activities of property management enterprises to repair, conserve, manage and maintain the environmental sanitation and public order in the relevant areas according to the property management contract, and provide services for the owners.

The owner refers to the owner of the house.

The user refers to the lessee of the house and other people who actually use the house.

Property management enterprises refer to enterprises established according to law, with independent legal personality and engaged in property management services. Article 4 Property management shall follow the management principle of combining owner's self-management with enterprise's professional management.

Property with relatively independent facilities and equipment shall be divided into a property management area.

The property management area shall be designated by the municipal property administrative department.

A property management area shall set up an owners' committee to entrust property management enterprises with property management. Article 6 The administrative department of real estate of the Municipal People's Government is the administrative department of property management in this Municipality. The property management institution to which it belongs is specifically responsible for the implementation of these regulations.

Development planning, construction, land resources, planning, municipal appearance, industry and commerce, public security, civil affairs, gardens and other departments and township (town) people's governments and sub-district offices shall, within their respective functions and duties, assist the property administrative departments to do a good job in property management. Chapter II Owners, Owners' Congress and Owners' Committee Article 7 Owners shall enjoy the following rights in property management activities:

(a) to participate in the owners' congress or the owners' congress and enjoy the right to vote and stand for election;

(two) to supervise the work of the owners' committee; Supervise property management enterprises to perform property management service contracts;

(three) to supervise the management and use of the maintenance fund for * * * parts and facilities of the property (hereinafter referred to as the maintenance fund);

(4) Other rights stipulated by laws and regulations. Article 8 Owners shall perform the following obligations in property management activities:

(a) abide by the laws and regulations on property management, the owners' convention and the articles of association of the owners' congress, and implement the decisions of the owners' congress or the owners' congress and the relevant decisions made by the owners' committee authorized by the owners' congress or the owners' congress;

(2) Abide by the rules and regulations on the use of * * * parts and facilities in the property management area, and maintain public order and public environment;

(three) in accordance with the relevant provisions of the state to pay the maintenance fund, pay the property management service fee on time;

(four) according to the decision of the owners' congress or the owners' congress, responsible for the contract signed by the owners' committee.

(5) Other obligations stipulated by laws and regulations. The cost of convening the first owners' congress or owners' congress shall be borne by the property construction unit. Eleventh owners' congress or owners' congress meeting shall be held at least once a year; The meeting of the owners' congress or owners' congress shall be held only when more than half of the owners or owners' representatives with voting rights attend.

The resolutions made by the owners' congress or the meeting of the owners' congress on amending the articles of association of the owners' congress, hiring or dismissing property management enterprises, and updating the use scheme of maintenance funds must be adopted by more than two-thirds of the voting rights held by the owners or their representatives present at the meeting.

Decisions made by the owners' congress or the owners' congress shall be announced in a timely manner. Article 12 The contents of the meeting of the owners' congress or owners' congress shall be notified to the owners or owners' representatives 15 days in advance.

The owner may entrust an agent to attend the meeting of the owners' congress in writing, and the owner's representative may not entrust others to attend the meeting of the owners' congress.

When the owners' congress or the owners' congress decides on matters related to the users of the property, the users shall attend as nonvoting delegates. Thirteenth owners' congress or owners' congress shall perform the following duties:

(six) to formulate, review and modify the rules and regulations of property maintenance and use in the property management area;

(seven) other duties related to property management as stipulated by laws, regulations or the articles of association of the owners' congress.
