Chapter I General Provisions and Basis of Item 1

In order to strengthen the construction and operation management of sports facilities in this city, promote the development of sports undertakings, enhance people's physique, and meet the needs of citizens to carry out sports activities, according to the Sports Law of the People's Republic of China, Regulations on Public Cultural Sports Facilities, Measures for the Management of Sports Places, Regulations on National Fitness and Shangrao National Fitness Implementation Plan (20 16-2020). These Measures shall apply to the planning and construction, open service, supervision and management of sports facilities in this Municipality.

The term "sports facilities" as mentioned in these Measures refers to buildings, venues and equipment built or set up in accordance with the provisions of the state and this Municipality for carrying out sports activities, including public sports facilities, school sports facilities and operational sports facilities. The municipal sports administrative department is the competent department of sports facilities in this Municipality, and is responsible for organizing the implementation of these measures.

County (city, district) education and sports administrative departments are responsible for the construction and management of sports facilities within their respective administrative areas.

Development and reform, education, natural resources, housing and urban and rural construction, ecological environment, culture, radio and television, press and publication, tourism, finance, market supervision and management departments shall, according to their respective responsibilities, do a good job in the construction and management of sports facilities. Encourage enterprises, institutions, social organizations and individuals to participate in the construction and operation of sports facilities by means of donation, sponsorship and investment, and enjoy preferential measures in finance, taxation, finance and land according to law. People's governments at all levels should strengthen the leadership over the construction and management of sports facilities, and incorporate the construction of public sports facilities into the city's national economic and social development plan.
