4. If the property management company increases the charging items, raises the charging standards and expands the charging scope without the permission of the owner, it can refuse to pay the property management fee, or even report to the relevant institutions.

5. The owner has rented the house, and the lease contract clearly states that the property fee shall be paid by the tenant. In this case, the property fee shall be borne by the tenant.

In short, there is no conflict between people who can't live in a house and the services provided by the property. Vacancy of the house cannot be a reason for refusing to pay the property fee. If it is found that the property is not good, it is not appropriate to boycott the property by refusing to pay the property fee.
