I. General requirements
(1) Basic principles. Elevator installation in existing houses shall follow the principle of "voluntary participation of owners, full consultation, compliance with laws and regulations, and ensuring safety".
(2) scope of implementation. Elevator can be installed in existing houses with qualified building structure, quality and safety within the administrative area of Dalian.
(3) agreed standards. The installation of elevators must be approved by the owners whose exclusive parts account for more than two-thirds of the total construction area and more than two-thirds of the total number of people (hereinafter referred to as two-thirds of the owners' consent); If the installation of the elevator intends to occupy the exclusive part of the owner of other units, it shall obtain the consent of the owner of the exclusive part. Stakeholders who may be directly affected by traffic, sunshine, lighting, ventilation, noise, etc. after installing elevators have not raised clear objections.
Second, the main body of implementation
The owner is the main body of elevator installation, and may entrust the owners' committee, real estate development enterprises, property service enterprises, elevator production enterprises and elevator installation enterprises in writing as the main body of elevator installation. The administrative departments of housing and urban and rural construction in various regions can provide a list of implementation subjects for the owners' reference.
Third, the department responsibilities
The Municipal Housing and Urban-Rural Development Bureau is responsible for the overall coordination of elevator installation, and will do a good job in the formulation and implementation of relevant policies in conjunction with relevant municipal departments such as finance, natural resources, market supervision and housing provident fund.
Electricity, communications, gas, water and other related property units should actively support and reasonably charge fees, and do a good job in installing elevator projects such as power expansion and pipeline displacement.
The governments of all districts, cities and counties and the Administrative Committee of the pilot areas are responsible for organizing and promoting the elevator installation work in the region, and should establish a coordinated promotion working mechanism led by the leaders of all districts, cities and counties (pilot areas) and attended by relevant departments such as housing and urban construction, finance, natural resources, civil affairs, market supervision, and sub-district offices; As the main service body, the administrative departments of housing and urban-rural construction in various regions should do a good job in guiding the owners and implementers to install elevators.
Each sub-district office is responsible for the organization, implementation, communication and coordination of the elevator installation project in this street.
Fourth, raise funds.
According to the principle of "who benefits, who contributes, who owns", the construction funds, operation funds, maintenance and annual inspection fees of elevators installed in existing houses are jointly funded by the owners (including public housing tenants). The proportion of self-raised funds shall be settled by the owner through consultation and a written fund-raising agreement shall be signed. In line with the conditions for the use of residential special maintenance funds, you can apply for the use of residential special maintenance funds to install elevators, and the amount used does not exceed 50% of the down payment. Workers who have paid the housing provident fund can withdraw the housing provident fund for the construction funds needed by the owners to install elevators. The specific implementation measures are issued by the Municipal Housing Provident Fund Management Center.
After the formal implementation of this implementation opinion, the government will subsidize the construction funds for the elevators installed in the existing residential buildings in Zhongshan District, Xigang District, Shahekou District and Ganjingzi District, which obtained the special equipment use registration certificate before 20021+02+31,and the financial subsidy for each elevator in the six-story residential building will be RMB180,000, and the subsidy will be increased accordingly for each additional floor.
