The safety inspection of our bureau in the spring of 2006 has been fully carried out. In order to promote enterprises to do a good job in safety production, ensure the safety and health of workers in production and work, and give full play to the role of labor protection supervision and inspection mechanism of trade unions. During the "Spring Inspection" period, the trade unions in the electric power industry asked the trade unions at all levels to closely focus on the safety production goal of our bureau in 2006, combine the "three standards in one" work and the second round of safety evaluation activities, put the maintenance of workers' labor safety and health in the first place, further enhance their sense of mission and responsibility in doing a good job in labor protection, and mobilize the broad masses of workers to actively carry out various effective mass labor protection supervision and inspection activities from the height of stressing politics, ensuring stability and promoting development. The relevant matters concerning labor protection supervision and inspection of trade unions during the "Spring Inspection" period are hereby notified as follows:

I. Guiding ideology

Proceeding from the fundamental interests of the broad masses of workers, we should firmly establish the idea of "people-oriented" in the labor protection supervision and inspection work of trade unions, always put the life safety and health of workers in the first place, conscientiously implement the labor protection work policy of "safety first, prevention first, prevention and treatment by groups, and supervision according to law", mobilize and rely on the broad masses of workers, give full play to the role of labor protection supervision and inspection institutions at all levels, strengthen safety education and training for workers, and extensively carry out various forms of mass safety inspection activities. It is necessary to establish and improve the labor protection system, safety supervision system and safety training system, safeguard the life safety and health rights and interests of employees from the source, and implement the responsibility for safe production.

Focus on checking whether the labor protection organization of the unit is established and improved, whether the labor protection and safety production policies, laws, regulations and enterprise rules and regulations are fully implemented, whether the responsibility system for safety production of personnel at all levels is clear, whether the operation behavior of production and construction personnel is standardized, whether employees' personal labor protection articles and safety instruments are complete and effective, the status of power supply equipment, defect management and the implementation of "two votes". ?

Third, the job requirements

Before the "spring inspection" labor protection supervision and inspection work is carried out, the trade unions of all units shall convene a meeting of members of the labor protection supervision and inspection committee of the trade union to arrange and deploy the "spring inspection" labor protection supervision and inspection work of their own units. 2. Give full play to the role of trade unions as the main position, continue to take the "Ten Ones" activity as the carrier, and widely popularize labor safety and health knowledge among employees.

Trade unions in all units should continue to carry out in-depth "reading a safety production book and making a safety production suggestion;" Check a potential safety hazard and write a safety production experience; Do a practical thing to prevent safety accidents and watch a safety production education film; Receive a safety production training and tell a safety production accident lesson; Be a security inspector for one day and participate in the "Ten Ones" activity with the content of "Safety Production Signature". In the activities, trade unions at all levels should seriously organize employees to learn the basic knowledge of labor safety and health and the rules and regulations of their own units. Activities should be combined with the whole process, all-round and all-staff safety management of enterprises, with the monitoring and rectification of hidden dangers of accidents, with rational suggestions and mass technological innovation, and with the establishment of occupational safety and health management system. Through activities, the awareness of safety and labor protection will be deeply rooted in employees' hearts, so as to improve employees' safety awareness and enhance their awareness and ability of self-protection. At the same time, the trade unions of all units should give full play to their advantages, fully solicit the suggestions and opinions of employees on the safety production of enterprises, actively reflect the wishes and demands of employees to the administration, and really do more practical things for employees.

3. Strengthen the construction of safety team and constantly consolidate the foundation of enterprise safety management.

Team is the basis of enterprise safety management. Trade unions at all levels should take the activities of "three noes" (no illegal employees, no illegal teams, no illegal enterprises) as the starting point, and promote the standardized management of safety teams, aiming at promoting the institutionalization of safety management, standardization of safety facilities and standardization of work behavior, so as to change safety production from focusing on post-event supervision to focusing on process and pre-event supervision, realize the advance of safety production, and minimize and eliminate illegal behaviors. During the activity, the trade unions of all units should give full play to the role of labor protection inspectors of the trade unions, mobilize and organize all the players to participate in the team safety management, mobilize the enthusiasm of each player, strengthen the safety team inspection, and form a good situation of independent management of employees and prevention and treatment by groups.

4. According to the actual situation, organize employees to carry out mass safety activities of "anti-violation, detecting hidden dangers, plugging loopholes and eliminating dangerous situations".

Participating in or organizing safety production supervision and inspection is the most basic way and method for trade unions to carry out labor protection supervision and inspection. Trade unions of all units should actively mobilize and organize employees to carry out mass safety activities of "anti-violation, hidden danger detection, loophole plugging and danger removal" during the "spring inspection" of labor protection supervision and inspection, organize labor protection inspectors and representatives of trade union workers to go deep into the front line, conduct comprehensive and systematic investigation and arrangement of production and workplace, and continue to take the supervision and inspection of safety instruments and safety facilities as the top priority. Do not meet the requirements, not in accordance with the provisions of the payment, to promptly urge the replacement and arrangement. In April, the electric power trade union will organize and deploy personnel to inspect or spot check the labor protection supervision and inspection work and hidden dangers rectification of trade unions in grass-roots units.

5, strengthen leadership, establish a system, and vigorously promote and apply the "one law and three certificates" work method.

Last year, according to the requirements of the * * * Electric Power Group Corporation and the electric power trade union, the electric power trade union publicized and promoted the "one law and three certificates" through the Internet, and this year it is ready to promote and apply it throughout the system. Trade unions at all levels are required to attach great importance to the popularization and application of "one law and three certificates", make use of "spring inspection" to carry out labor protection supervision and inspection, increase the publicity and application of the "one law and three certificates" work method, truly put this work on the important agenda, seriously study it, start to formulate the promotion work plan, put forward the target requirements, and establish the corresponding work system. We should pay attention to the actual situation of our unit and the needs of safe production, establish the necessary system, and ensure the effective popularization and application of "one law and three certificates".

6, earnestly supervise the implementation of hidden dangers rectification and labor protection supervision and inspection work summary of the "spring inspection" of the trade union.

For the hidden dangers of accidents and occupational hazards found in the supervision and inspection of labor protection in the "Spring Inspection", the trade unions of all units should conscientiously perform their duties, urge and assist enterprises to eliminate all kinds of hidden dangers of accidents and reduce occupational hazards in time, and urge and assist relevant parties to seriously solve major safety hazards. After the "Spring Inspection" labor protection inspection, the trade unions of all units should conscientiously sum up the labor protection supervision and inspection work, and report the hidden danger rectification card, hidden danger rectification situation and labor protection supervision and inspection work to the electric power trade union before April 30. The summary must be comprehensive, detailed and accurate. At the same time, report to the labor protection supervision and inspection committee of the unit and the list of labor protection inspectors of the trade union group again.
