Regulations on parking management in residential areas

1. In order to strengthen the order management of vehicles in residential quarters and standardize the charging behavior of parking services, according to the Price Law of People's Republic of China (PRC), the Administrative Measures for Motor Vehicle Parking Services of the former State Planning Commission (JJ [2000] No.933), the Jiangsu Provincial Government Pricing Catalogue and the Implementation Measures for Suzhou Property Service Charging Management (Fu Su [2006] No.96544). Two, where in the city residential areas (including commercial and residential buildings, the same below) to provide related services for the orderly parking of vehicles and the implementation of parking service charges, shall abide by these measures. Three, the implementation of parking service charges in residential areas, property management companies should be under the condition of ensuring road safety, smooth, unified delineation of parking spaces, set up parking signs, and should be entrusted by the owners or owners' committee in advance. Four, residential car parking service charges to implement government guidance. See the annex for the charging standard. Five, has set up the owners' committee of residential areas to implement parking service charges (excluding operators have complete property rights, or the parking lot entrusted by the property unit, the same below), by the owners' committee and property management companies in the government price department announced the guidance price range to negotiate to determine the specific charging standards, and the use of parking service income to make a clear definition. If the owner (user) already owns the ownership or use right of the parking space, the parking service fee standard shall be agreed in accordance with the principle of compensating the management service fee of the property management enterprise; Occupation of public facilities or sites in residential areas shall be agreed in accordance with the principle that parking fees are lower than social parking fees, compensation for management service fees of property management enterprises and reasonable compensation for occupation of public facilities. Parking service charges in residential areas without owners' committees shall be subject to the consent of the vast majority of owners, and government pricing shall be implemented in accordance with the provisions of the preceding paragraph.
