Regulations of Lhasa Municipality on the Administration of Dog Breeding

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the provisions of relevant laws and regulations and in light of the actual situation of this Municipality for the purpose of regulating dog-raising behavior, safeguarding citizens' health and personal safety, and maintaining city appearance and environmental sanitation and social public order. Article 2 These Regulations shall apply to the immunization, registration, breeding, reception, management and related management activities of dogs within the administrative area of this Municipality.

These Regulations shall not apply to the management of special-purpose dogs kept by military organs, public security organs, fire-fighting and rescue institutions, zoos and scientific research institutions. Article 3 Dog management shall follow the principles of strict management, combination of prohibition and restriction, self-discipline of dog owners, participation of grass-roots organizations and public supervision. Article 4 The people's governments of cities and counties (districts) shall strengthen their leadership, establish a dog-raising management coordination mechanism with the participation of public security, urban management, agriculture and rural areas, sanitation, market supervision and management, and regard dog-raising management as an important part of creating a civilized city and comprehensive social management. Article 5 The public security organ is the administrative department in charge of dog management, responsible for organizing the implementation of these Regulations, undertaking the work of delineating dog management areas, handling dog registration, catching stray dogs, organizing inspections, investigating and handling illegal dog raising, and cooperating with relevant departments to carry out relevant law enforcement and emergency response work.

The financial department is responsible for ensuring the funds needed for dog management and incorporating the project funds into the annual budget of the department.

The urban management department is responsible for investigating and dealing with the behavior of raising dogs to destroy the city appearance and environmental sanitation in public places and the daily management of dog shelters.

The person in charge of the agricultural and rural departments shall carry out rabies immune monitoring on dogs, issue proof of dog immunity, and do a good job in the examination and licensing of centralized dog feeding and harmless treatment and dog diagnosis and treatment.

The health department is responsible for rabies vaccination, dog injury disposal, rescue and treatment of rabies patients and health publicity and education, and strengthen the standardized disposal of dog injuries.

The market supervision and management department shall register, supervise and manage the dog-raising related business units according to law.

Housing and urban-rural construction departments are responsible for urging property service enterprises to participate in dog management.

Other relevant departments shall, in accordance with their respective responsibilities, do a good job in dog management. Sixth township (town) people's governments and neighborhood offices shall cooperate with relevant departments to do a good job in dog management. Seventh village (neighborhood) committees, owners' committees and property service enterprises shall assist the management departments to carry out publicity work, guide and urge dog owners to abide by the code of conduct for civilized dog raising. Article 8 Public security, agriculture, rural areas, health and other departments shall strengthen the moral education of dogs through various forms, and carry out publicity on civilized dog raising and rabies prevention according to law. Article 9 Any organization or individual has the right to discourage illegal dog-keeping, and can complain and report to the relevant departments through the "12345" government service hotline or directly.

Public security organs, urban management, agriculture and rural areas and other departments shall publish the hotline, handle complaints and reports in a timely manner, inform the complainant or informant of the handling situation, and keep the information of the complainant or informant confidential. Chapter II Immunization and Dog Breeding Registration Article 11 Dogs in this Municipality shall be managed by districts according to the dog breeding prohibition areas, key management areas and general management areas.

Dog-keeping-forbidden areas refer to office areas, hospitals, kindergartens, school teaching areas, student dormitory areas, nursing homes and other areas designated by the municipal public security organs and announced to the public after approval by the Municipal People's Government.

The key management areas shall be designated by the municipal public security organs and announced to the public.

The general management area refers to the area outside the kennel area and the key management area. Twelfth dogs are not allowed to raise, breed or manage any dogs in the dog-raising area. Except for the blind, severely disabled, etc. who carry guide dogs and other auxiliary dogs. Thirteenth key management areas to implement the dog rabies compulsory immunization and dog registration system. The comprehensive management area implements the dog rabies compulsory immunization system. Fourteenth units are prohibited from raising dogs within the administrative area of this Municipality. Fifteenth key management areas shall not be breeding, breeding and management of dogs. The list of prohibited dogs shall be determined by the municipal public security organ in conjunction with the municipal agricultural and rural departments and announced to the public. Except for the blind, severely disabled, etc. who carry guide dogs and other auxiliary dogs. Article 16 Dog owners shall, within 15 days after the dog is born for three months, take the dog to an immunization spot set up or entrusted by the agricultural and rural departments to inject rabies vaccine, and obtain a dog immunization certificate; If the dog immunization certificate has been obtained, the dog owner shall immunize the dog again before the expiration of the immunization period.

Encourage dog owners to take anti-parasitic drugs for dogs on schedule. Seventeenth dog owners in key management areas shall, within 20 days from the date of obtaining the dog immunization certificate, apply to the public security organ for dog registration and obtain the dog registration certificate. Article 18 An individual applying for raising a dog shall meet the following conditions:

(1) Having a legal identity certificate;

(2) Having full capacity for civil conduct;

(3) Having a fixed residence;

(four) the dog breeding area and breed comply with the relevant provisions. Nineteenth individuals who apply for dog registration shall bring their dogs to the public security organs and provide the following materials:

(1) Effective proof of canine immunity;

(two) the identity certificate of the dog owner;

(3) proof of the dog owner's residence.

Blind, severely disabled, etc. To apply for the registration of guide dogs and other supporting dogs, other materials required by the public security organs shall also be provided.
