In order to further standardize the fire safety management of Beijing's house leasing, according to the Regulations of Beijing Municipality on Fire Protection and Several Provisions on the Management of Beijing's House Leasing, the Beijing Municipal Public Security Bureau formulated the Regulations on the Fire Safety Management of Beijing's House Leasing, which came into force on 20 October 2004165438.
Provisions of Beijing Municipality on Fire Safety Management of House Leasing
Article 1 In order to further strengthen the fire safety management of house leasing in this Municipality, safeguard the legitimate rights and interests of the parties involved in house leasing, and ensure the safety of people's lives and property, these Provisions are formulated in accordance with the Regulations of Beijing Municipality on Fire Protection and Several Provisions of Beijing Municipality on House Leasing Management.
Article 2 These Provisions shall apply to the fire safety management activities in the process of renting houses in this Municipality.
Article 3 The lessor is responsible for the fire safety of the leased house. It is forbidden to rent houses that do not meet the fire safety standards and requirements.
If the building is rented out by the owner or entrusted to others for management and use, the owner shall sign a fire safety agreement with the management user, supervise the management user to implement the fire safety duties and measures, and shall not put forward requirements that endanger fire safety to the management user.
The lessor shall inform the lessee in advance of the relevant fire safety requirements, and conduct regular safety inspections during the lease period of the house, timely discover and eliminate the hidden dangers of the house safety, and timely stop the behaviors of the lessee and the residential users that endanger the fire safety.
Article 4 The lessee and the management user shall perform the duties of fire control safety. Residential houses and their ancillary fire control facilities and equipment shall be used reasonably and safely, and consciously accept and cooperate with the supervision and inspection of the administrative department and the lessor to prevent acts that endanger fire safety.
If a unit rents a house as a dormitory for employees, it shall perform the duties of fire safety management in accordance with the regulations.
Article 5 The realty service enterprise or other manager at the place where the leased house is located shall do the following fire safety work:
(a) to carry out daily fire safety publicity and education, prompt fire hazards, and organize residents to carry out fire fighting and emergency evacuation drills;
(two) to organize safety inspections and take timely measures when finding fire hazards;
(three) to maintain and manage the fire control facilities and equipment in the management area to ensure that they are in good condition and effective;
(four) to ensure the smooth flow of evacuation routes, safety exits and fire truck passages, to delimit and set up parking berths and facilities, and not to occupy or block the fire truck passages;
(five) to discourage the occupation, blockage and closure of evacuation routes, safety exits and fire engines, and to urge them to make corrections; For those who refuse to correct, report to the fire control institution of the public security organ or the police station in time;
(six) take necessary measures to deal with the initial fire.
Article 6 Residential houses rented in this Municipality shall meet the following fire safety conditions:
(1) If there are more than 10 rented houses or more than 15 people living in rented houses in the same house in this city, an independent fire detection alarm shall be installed in each room and public area, and each tenant shall be equipped with at least 1 fire extinguisher (each fire extinguisher shall be ABC-type fire extinguisher of over 2kg and corresponding fire extinguishing level); Encourage other rental houses in this city to install independent fire detection alarms in accordance with the above standards, and be equipped with fire extinguishers;
(two) the installation and wiring of indoor electrical products meet the technical standards for fire control and management regulations;
(three) other standards and requirements stipulated by laws, regulations and rules.
Seventh rental housing and ancillary facilities are strictly prohibited to implement the following acts endangering fire safety:
(a) production, management and storage of inflammable and explosive dangerous goods;
(2) stacking articles and parking vehicles, etc. , occupy and block evacuation routes and safety exits;
(three) the use of liquefied petroleum gas in civil air defense projects and ordinary basements;
(four) the overload of electricity, the installation of unqualified fuses, fuses;
(five) unauthorized removal and installation of gas facilities and appliances;
(six) stacking things, stacking materials or building sheds in public passages, stairs, safety exits and other parts;
(seven) other acts endangering fire safety.

1, scope of application
The term "rental housing" as mentioned in these Provisions refers to the rental of residential buildings, houses built by villagers and other houses.
2, fire safety responsibility
The lessor and the lessee are jointly responsible for the fire safety of the leased house, and the fire safety responsibilities of both parties are clearly defined in the form of contract.
3. The responsibility of the lessor

4. Centralized lease form

If the number of residential users reaches 10 (inclusive), the lessor shall be equipped with corresponding fire-fighting facilities and equipment, and determine a manager to be responsible for daily fire safety management, and carry out fire inspection and fire publicity and training.
If a unit rents a house as a dormitory for employees, it shall perform the duties of fire safety management in accordance with the provisions of the preceding paragraph.
5. The responsibility of the lessee
The lessee shall perform the fire safety responsibility, accept the fire safety management of the lessor, eliminate the fire hazards discovered or notified to the lessor by himself, and protect the equipped fire control facilities and equipment to ensure that they are in good condition and effective.
The lessee should master the common sense of the safe use of fire, electricity, gas and oil and the fire danger of the leased house, and will call the police, put out the initial fire, evacuate, escape and save himself.
6, territorial management responsibility
The village (neighborhood) committees, property service enterprises and other management units where the rented houses are located shall do the following fire safety work:
(a) to carry out daily fire safety publicity and education, organize fire fighting and emergency evacuation drills;

(three) to maintain and manage the fire control facilities and equipment in the management area to ensure that they are in good condition and effective;

7. Prohibited acts
The following acts are strictly prohibited:
(a) using illegal buildings or other houses that are not allowed to be rented by laws and regulations for rent;
(two) to change the nature and functional structure of the rental housing without authorization;
(three) the production, management, storage and illegal use of inflammable and explosive dangerous goods;
(four) damage, misappropriation or unauthorized removal, stop using fire control facilities and equipment;
(5) occupying, blocking or closing evacuation passages, safety exits and fire truck passages;
(six) private wire, overload electricity, the use of unqualified fuses;
(seven) unauthorized removal and installation of gas facilities and appliances;
(8) Electric vehicles are parked or charged in evacuation passages and safety exits.
