Non-resident property fees are charged as follows:
(1) If there are uncompleted residential flats in the residential area where the owners live, they can apply to the property management company for a property fee discount of 15% ~ 30% lower than the specified standard;
(2) If the owner fails to move in or use the property after the check-in formalities, the owner may inform the property service enterprise in writing that it can pay 70% of the prescribed standard;
(three) ancillary houses not included in the property area shall not charge public service fees.

Legal basis: Article 41 of the Regulations on Property Management, the owner shall pay the property service fee according to the agreement in the property service contract. If the owner and the user of the property agree that the user of the property shall pay the property service fee, the owner shall bear joint and several liability from the agreement. Property that has been completed but has not been sold or handed over to the property buyer shall be paid by the construction unit.
Sixty-fifth in violation of the property service contract, the owners failed to pay the property service fee, the owners' committee shall urge them to pay within a time limit; If it fails to pay within the time limit, the realty service enterprise may bring a lawsuit to the people's court.
