1. What's the use of property fees?
According to the Interim Measures for Charging Property Management Services in Urban Residential Areas promulgated by the State Planning Commission and the Ministry of Construction, the cost composition of property management fees in residential areas includes the following items:
(1) Salary and welfare fund of management service personnel drawn according to regulations;
(2) the daily operation, maintenance and maintenance costs of public facilities and equipment;

(5) security costs;

2. How is the property fee determined?
In line with the transformation of China's basic price system, according to the different pricing subjects and formation methods, there are three ways to price property management fees: market-adjusted price, government-guided price and government-set price.
Generally speaking, the higher the property fee, the better the public environment of the community is maintained. Although I don't feel any change at ordinary times, it costs money to keep the ground clean and the trees evergreen.
3. When will the property fee be changed?
Lawyer: Property management fees should be charged according to law. According to Article 42 of the Property Management Regulations, the owner shall pay the property service fee in accordance with the property service contract. If the owner and the user of the property agree that the user of the property shall pay the property service fee, the owner shall bear joint and several liability from the agreement. The property service fee shall be paid by the property developer before the property is actually delivered to the buyer for possession, and shall be paid jointly by the owner and the buyer after the actual delivery. Under normal circumstances, the property management service fee is paid monthly. Therefore, in real life, the property management service fee is generally paid in the second month after the buyer actually receives the house. In addition, when the owner receives the house from the developer, he has the right to actually occupy and use the house and enjoy the property management service of the property service company. As for the owners who actually do not live for some reason, it does not affect the property company to collect property service fees. According to Article 6 of the Interpretation of the Higher People's Court on Several Issues Concerning the Specific Application of Law in the Trial of Property Service Disputes, the people's court will not support a property service enterprise that has provided services in accordance with the contract and relevant provisions, just because the owner does not enjoy or need to accept relevant property services.
