1. The prerequisite for charging the property management fee is to sign a property service contract (if the owners' committee has not been established in your community, the development and construction unit will sign a preliminary property service contract with the property company. At the same time, the property company should also bring the signed contract and price approval to the local development and reform commission to verify the price of property services, and publicly verify the price standard in the community, and clearly mark the price for collection. With the above two conditions, the property service company can charge the community owners.

2. Regarding the payment of fees, the owner shall earnestly fulfill the payment obligations in the contract. After completing the payment obligation, they will defend the rights of the quality problems existing in the management and service of the property company and ask the property company to rectify within a time limit and compensate for the losses. Of course, the problems left by the development and construction units are another matter, and the development and construction units should be responsible for rectification.

3. The charges are based on the Measures for the Administration of Property Service Charges, the Measures for the Supervision and Examination of Property Service Charges, the Judicial Interpretation of the Supreme People's Court on the Trial of Property Service Disputes, and the detailed rules for the implementation of charges issued by local construction authorities and the National Development and Reform Commission.

4. The development and construction unit shall pay the housing that fully meets the planning and construction standards to the lessee, and establish relevant ledgers after the completion and acceptance.
