Property fees are not like telephone charges. If you don't use them, you won't get the service.

Property provides services to public parts except personal exclusive parts. This service is provided as a whole and consumed collectively. You have the right not to enjoy the services provided by the property, but you must fulfill the obligation to pay the property fee.
