Yushan Town governs 1 High-tech Industrial Park, 7 administrative districts, 47 administrative villages and 58 communities. Management Zone Qinhu Management Zone was established in February 2003, located in the southeast of Changshu City. The management area starts from Haiqiao and Qingduntang in the north, east to Guli Town, west to Khufu Road, Huancheng River and Hengjingtang River, and south to Southeast Development Zone. The region covers an area of more than 20 square kilometers and has a registered population of about 63,000. It has jurisdiction over 5 administrative villages and 17 community neighborhood committees.

Fangta Management District: Established in February 2003, it is located in Changshu, an ancient city, with a total area of 5.87 square kilometers and a population of about 92,600, bordering on Hainan Road in the east, Merchants Field in the south, Taiping Port and Shang Hu Resort in the west, and Huancheng Road and Happiness Management District in the north. The administrative area governs Fengjing, Qinghefang, Beimen Street, Preschool Education, Newspaper, Xijing Bank, Huayuanbang, Xizhuang Street, Yu Yan, Si zhang wan, Khufu, Yanbei and Nanmen 13 communities.

Happiness Management Zone: Established in February 2003, it is located at the northern foot of Yushan Mountain and is the seat of Changshu Municipal Party Committee and Municipal Government. The total area of the jurisdiction is 15 square kilometers, east to Haibei Road, south to Lingchuan River, west to Yushan and Wangyuhe, and north to Xie Qiao Administrative District. There are 78,000 permanent residents and 27,000 households. It has jurisdiction over three administrative villages, namely Alliance, Hefeng and Dingshan, and Dingba, Liqiao, Xingfu, Zhangba, Tang Ling, Bao Bei, Baonan, Yongjiang, Taian, Wuxing, Minjiang, Qinfeng, Changfu, Xinghai and Minghui 15 communities.

Hongqiao Management Area: Established in February 2003, it consists of the whole territory of Xinglong Town and some areas of Wuxing Sub-district Office. Located in the east of Changshu, it borders Senquan Hu Jing Village, Tangqian Town and Yuhai Town of Guli Town in the east. Qingduntang in the south is adjacent to Qinhu Management Zone in Yushan Town; West to Haibei Road, Gengjingtang and Happiness Management Zone; North of Yuhai Town, Zhouxing Section and Qinfeng Village, Xie Qiao Administrative Region. The area is about 25 square kilometers, with 3 1383 households and 89 147 people. It has jurisdiction over two small market towns, namely Jiuli and Xinglong, Minjing, Taici, Jiuli, Taian, Shidun, Pubang, Donghuan, Yangdang, Dahongqiao, Jinglong, Xinzao, Caojing 12, and seven community neighborhood committees, namely Yuyuan, Yudong, Zhaowen, Hengshan, Taishan, Shimao and Xinglong. In June 2004, two villages, Yangdang and Caojing, were demolished to build communities.

Xie Qiao Management District: Established in February 2003, it is located in the northern suburb of Changshu City, close to Changshu City, with convenient land and water transportation, 20 kilometers away from Changshu Port, and National Highway 204, Changfu Highway and Wangyuhe pass through the territory. The main road in the urban area is Haibei Road, which leads directly to the market town of Xie Qiao, and the expressway along the Yangtze River has north-south communication and entrances and exits in the territory. With a total area of 38.6 square kilometers and a population of 36,400, it governs 9 administrative villages and 2 communities.

Mocheng Management Area: After the merger of Mocheng Town and Yushan Town in June 2003, it was composed of the original Mocheng Town. Located in the south of Changshu, it is adjacent to Kuncheng Lake in the east, Xinzhuang Town in the south, Yangyuan Garden in Xinzhuang in the west and China Merchants City and Shanghu Town in the north. Total population 104 125, including about 3 1267 permanent residents and 72,858 migrants. The whole area is 37. 1 km2. Jurisdiction 1 1 administrative village, 1 community.

Dayi Administrative District: On May 26th, 2004, Dayi Town was revoked and merged into Yushan Town. Located in the hinterland of the Yangtze River Delta, it is located in the northwest suburb of Changshu City, bordering Wang Yu in the south, Zhangjiagang in the north and Shang Hu Town in the west. National Highway 204, Suzhou Line and Expressway along the Yangtze River pass through the territory. With a total area of 44.76 square kilometers and a population of 34,000, there are 9 administrative villages in the whole region, 1 community.
