Relevant regulations of switching power supply

Legal analysis: the necessary conditions for switching to power supply: first, it must be entrusted by the power supply enterprise; Two, it is the consent of the local direct supply users with power supply capacity; Third, power supply enterprises sign agreements with entrusted suppliers.

Power transfer commission fee: the power transfer agreement shall stipulate the power transfer fee, which shall be determined by both parties through consultation according to the number of entrusted business projects.

Power transmission loss: the power supply enterprise shall bear the power loss of public lines and transformers that supply power to the customers being transmitted.

Legal basis: Article 14 of the Power Supply Business Rules, users are not allowed to switch the power supply by themselves. In areas where public power supply facilities have not yet arrived, power supply enterprises may entrust nearby users to switch power supply with the consent of direct supply users with power supply capacity in the area, but may not entrust important national defense and military users to switch power supply. Commissioned transfer of power supply shall comply with the following provisions:

1. The power supply enterprise and the entrusted sub-supplier (hereinafter referred to as sub-supplier) shall sign an agreement on the scope, capacity, time limit, cost, electricity consumption index, measurement method, electricity fee calculation, sub-supplier facilities construction, property right division, operation and maintenance, dispatching and communication, liability for breach of contract, etc.

2. Transfer users (hereinafter referred to as transfer users) are regarded as direct suppliers of power supply enterprises and enjoy the same power consumption rights as direct suppliers, and all power consumption matters are handled in accordance with the provisions of direct suppliers.

3. The power loss of public lines and transformers supplying power to transfer households shall be borne by the power supply enterprise, and the electricity consumption of transfer households shall not be spread.

4. When calculating the electricity consumption, maximum demand and power factor adjustment, the active and reactive power consumed by users, public lines and transformers should be deducted. The maximum demand is converted according to the following provisions:

(1) lighting and one shift system: monthly electricity consumption 180 kWh, equivalent to1kw;

(2) Two-shift system: the monthly electricity consumption is 360 kWh, equivalent to 1 kW;

(3) Three-shift system: the monthly electricity consumption is 540 kWh, equivalent to 1 kW;

(4) Agricultural electricity consumption: the monthly electricity consumption is 270 kWh, equivalent to 1 kW.

5. The entrustment fee shall be determined by both parties through consultation according to the number of entrusted business projects.
