Is the cleaning area manager good at it?

It's hard to do. The supervisor's job is to manage employees' work normally, arrange employees' shifts, care about employees' health and their lives. Supervisors can only be convincing if they are more hands-on than employees. Supervisors should put employees first and always care about them, so that they can work better and feel that they have the ability to manage employees well.
