How to understand the public management attribute of property management

Public management includes two elements: management and public management. Property management includes two elements of public management, namely management and public management. This definition includes three meanings:

Two, the maintenance and management of houses and supporting equipment, facilities and related venues is the basic content of property management, which reflects the publicity of management affairs. Although the owner can make an agreement with the property management enterprise on the management content, management items, service quality, service depth and service price in the form of contract, the professional maintenance, conservation and management of the house and its supporting equipment, facilities and related sites, as well as the maintenance of environmental sanitation and public order in relevant areas are the basic contents of property management, and any contract should be based on this and cannot be deleted from it, otherwise it will weaken property management. This is also the main category of property management in a narrow sense.

Three, the special services and special services that reflect the property management attributes must consider the needs of the overall public interest in the property management area. The contents of special services and special services can be quite extensive, ranging from domestic service to intermediary agency, leasing operation and house sale. In short, within the scope permitted by laws and regulations, as long as the owners have demand and are willing to entrust, the property management enterprises have the ability and resources in this respect, and once an agreement is reached, they can accept the entrustment. In this way, the content of property management is expanded, the industrial chain of property management is extended, and the realization of public management goals is strongly supported from the aspects of improving the performance of property management enterprises and providing convenience for owners' lives.

Fourth, property management belongs to the most specific level of public management. The management of public affairs can be divided into three levels: political management of public affairs-national governance, also known as generalized government management; Public administration-government management in a narrow sense; Public enterprise management-professional management directly or entrusted by the government to private individuals (such as various legal persons) and non-governmental public organizations; Public resource management-the management of natural resources and social resources by the government or private individuals (such as various legal persons or natural persons); Public affairs management-managing the affairs of two or more persons (legal persons or natural persons) according to law. Property management belongs to the most microscopic level of public affairs management.
