Legal analysis: the car is responsible for being scraped in the community. The operator of the parking lot is a property service enterprise. For this reason, the owner pays the parking management fee, the parts used by the property, the facilities and equipment used by the property and the public responsibility custody fee to the property company. The property has the responsibility and obligation to fulfill the relevant obligations for the safety of the owner's vehicles parked in the parking lot. If hidden dangers are found, the owner shall be eliminated in time and force majeure shall be notified to prevent the occurrence of hazards. If the property fails to perform its contractual service obligations, it shall be liable for damages.

Legal basis: Article 35 of the Regulations on Property Management, a property service enterprise shall provide corresponding services in accordance with the stipulations of the property service contract.

The realty service enterprise fails to perform the realty service contract, causing personal and property safety damage to the owner, and shall bear corresponding legal responsibilities according to law.
