Special period closed community management regulations, specific requirements are as follows.

First, strict access control. During the period of closed management, only the access passage of 1-2 is reserved in each community, and people are on duty 24 hours a day. Integrate scattered residential quarters and single-storey single-family houses, set up unified access roads, and arrange special personnel to be on duty 24 hours a day.

Second, strict personnel management. Non-residents in residential areas and buildings are prohibited from entering or leaving. If the staff involved in epidemic prevention and control and going out for medical treatment really need to go in and out, the relevant personnel shall hold valid certificates, register with their real names, take their temperature, check their health codes, travel codes and nucleic acid test reports. If the results are abnormal, it is forbidden to enter or leave, and those who do not obey the management personnel will be dealt with severely according to law.

Third, strict vehicle management. Vehicles entering residential areas are subject to a pass system, and foreign vehicles are not allowed to enter. Vehicles entering and leaving this community should strictly implement the registration system. All passengers in the car should receive information registration according to regulations, and the vehicle should be disinfected regularly.

Fourth, strict community internal management. Adhere to the principle of "don't go out unless necessary", residents in residential areas are not allowed to visit and gather, do a good job in pet management and health and epidemic prevention, and it is strictly forbidden to walk the dog outside to prevent pets from becoming the source of virus transmission. Keep a distance of more than 2 meters between people, wash your hands frequently and ventilate frequently at ordinary times, and wear a mask when traveling.

Fifth, strict community prevention and control measures. Full implementation of joint prevention and control, group prevention and group control measures, the first grid to the street, the second grid to the community, the third grid to the building; In residential quarters with property management, the property company of residential quarters must fulfill the main responsibility of epidemic prevention and control, and the person in charge of the property company promises in writing to implement epidemic prevention and control measures, and all territorial offices and communities should also take the initiative to participate in and manage the prevention and control work of residential quarters with property; In residential areas without property management, according to the principle of territoriality, the streets and communities where they are located will perform the main responsibility of epidemic prevention and control, and community cadres, grid workers, volunteers and government cadres reported by sinking communities will form a special team to implement prevention and control measures.

Six, strictly implement the responsibility of epidemic prevention and control. All residential quarters should "watch their own doors and manage their own people", especially strengthen the management of rental houses and strengthen the control of renters. If the epidemic situation in the rental house is not reported in time, the legal responsibility of the main unit or individual of the rental house will be investigated according to law; Strictly fulfill personal responsibilities. Residents or individual households who have abnormal symptoms such as fever and cough, or have a history of residence, suspicious contact and exposure in high-risk areas, should report to their communities as soon as possible; Those who deliberately conceal or refuse to take the initiative to report, refuse to accept temperature measurement, isolate medical observation and other prevention and control measures, implement compulsory isolation, and seriously investigate legal responsibilities.

Seven, strict control of medical waste. All residential quarters must strictly manage the medical wastes such as masks discarded by residents, and investigate the relevant responsibilities for residents who deliberately discard them anywhere.

Eight, strict disinfection and sterilization. Residential property management personnel must insist on daily disinfection and sterilization of courtyards, pavilions, elevators, corridors, halls and other public places. Residents in residential areas should do a good job in disinfection and sterilization at home.
